SUMMARY OF DISCUSSION WITH GS

Discrimination happens when we treat one age group less constructively than others. It is the team that works. Individually it is easy to condemn and deter an employee while performing his job for the foremost justice for all but it is very difficult to fight for justice. Though there is criticism only for criticism from some little knowledgeable and having vested interest employees on IPASP blogs, that is demoralizing our cause, yet to alleviate and mitigate discrimination, a detailed discussion  was held with GS on the minutes issued by Directorate to pacify us. It may give IPs immense pleasure that our GS is of the view that in the interest of IP cadre he is giving a consent letter to Directorate that IPASP association is ready to forgo ASP’s Gazetted Status so that hurdle created by Directorate can be possibly solved. Now with this, it will have to be seen when IPs are placed in GP of Rs.4600/-. The others will get benefit under MACP, BONUS etc.
For other issues such as cadre restructuring and Postmaster cadre we will have to file court cases, the one Punjab Circle association has filed and with honesty won. This was the CAT case that made the Directorate realize that IP have the capacity to bring transformation. It is also the fact that when you try to fight for justice as Punjab association did, you will find yourself subjected to abuse, vilification and anonymous threats. After a court case, a barrage of vicious anonymous tweets comes on blogs, which is the handiwork of one or two self-interested cadre man whose aim is only to defame the IPASP cadre/Association. This humbles Punjab blog into silence fully knowing that attackers have no knowledge of departmental rules, how vacancies are calculated. Our advice to them is to go through all the recruitment rules before commenting on the blog. Rather it will be better if they dare to obtain copy of the note sheets from Dte. where calculation of vacancies originally took place. Everyone will know where the problem was. Our question to them is---why the officers dealing the case at Directorate have revised the vacancies without waiting for copy of the judgment. Why there was no appeal in the higher court of law? The answer to these questions can be easily tracked by obtaining whole note sheet of file where the 32 vacancies were wrongly calculated.
One can launch dormant tirade and anonymous comments on Karnataka blog showing disrespect to their seniors in a coward manner. Such salaried employee may not have respect for their elder colleagues, brothers or parents but it is fact Punjab Circle Association is very happy to see that today’s society is paying respect to a senior respected Anna Hazare whose cause is to eradicate corruption. Once this is done everyone will pay respect to each other, do civil and government work honestly. Accepting bribe is not only the kind of corruption but accepting salary without doing public work, favoritism, nepotism is also a corruption.

POST OFFICES TO BECOME MULTI-FUNCTIONAL: PILOT

The Government has said that 1.55 lakh post offices across the country are being modernized and they will soon become multipurpose outlets providing facilities like banking and insurance. "We are applying to the RBI for a licence to start banking facilities at all the post offices across the country." Union Minister of State for Communication and Information Technology Sachin Pilot told reporter here. Pilot,who launched several new initiatives yesterday, said the post offices would also provide other facilities like insurance." These facilities at the post offices will largerly benefit the rural population of the country", he added.

WHOSE WHO ON NEW PENSION SCHEME

Gist of the instructions/ Guidelines issued by Postal Directorate at three level for fruitful implementation of New Pension Scheme in respect of Employees appointed on or after 01.01.2004.
  1.    At Circle Level
  1. Copy of every appointment letter and joining report of the new entrants to Government service on or after 01.01.2004 and onwards, must be endorsed to the concerned director of Accounts (Postal).
  2. A monthly-consolidated statement of new entrants to Government service should be furnished to Directors of Accounts (Postal) in the Ist week of the month following the month of appointment/ Joining of the new entrants
  3. The Head of Circles are also required to keep liaison so as to monitor the correctness of data regarding new entrants, their contribution and the matching contribution of the employer.
  4. In case there is no appointment during a month, a NIL report must be sent to the Director of Accounts (Postal).
2.    At DDO’s level:

  1. DDO’s must obtain the Names, Designation, Scale of Pay, Date of Birth, nominee for the Fund, Relationship of the nominee etc. from the entrants on their joining.
  2.  DDO’s to paste one copy of the above in Service Book and another copy must be sent to Director of Accounts (Postal) concerned.
  3. Ensure separate Pay Bill for new entrants.
  4. First salary drawls intimation to Director of accounts (Postal) for Number of new entrants.
  5. A NIL report must be furnished for non-recruitment.
  6. First recovery from the salary of the month following the month of Joining of the Government servant.
  7. Tier-I recovery is 10% Basic Pay+DP+DA+NPA now it is 10% of Band Pay+ Grade Pay+ DA+NPA.
  8. Separate bill for drawing matching contribution i.e. Employer’s share.
  9. Annual Increment is to be accounted for reckoning employees as well as Employer’s contribution.
  10. DA arrear /arrear of Pay reckoned for employees and employers contribution.
  11. Indicate Unique (PPAN) number now (PRAN) and month up to which government Employees as well as Employer’s Contribution transferred in LPC of the officer / officials transferred.
  12. No GPF Contribution for new entrants.
  13. The DDO will be held responsible for any lapse in following of the above instructions.
  14.  Noting of PPAN/PRAN in Service Book of the officials.
  15.  Forwarding of S1 (physical forms) for registration of subscribers with CRA to PAOs
3.    At Director of Accounts (Postal) level :
  • Assignment of PRAN No. to subscribers by NSDL on receipt of first information from DDO’s well before drawl of II salary. Previously it was 16 digits unique number and now it is 12 digits unique number.
  • To match the number of the new entrant’s figures on the basis of reports received with the Circle figures.
  • To reconcile the difference in number of new entrants.
  • To ensure correct classification of Contribution.
  • Branch Officers of the concerned Postal Accounts Office should ensure that the complete information is sent and must certify the correctness of the information.
  • Submission of physical form (S1) to NSDL Facilitation Centers.
  • Uploading of SCF to NPS-CAN (NSDL Software) for transfer of funds through Trustee Bank.
  • Strict over matched and booked figures.

GIST OF TODAY's LETTERS

Approval to Confirm 102 officers in the JTS of the Indian Postal Services Group “A” has been conveyed vide Directorate letter No. 4-3/2009-SPG dated 10/08/2011.The last confirmed officers is Sh. Ojha Alok who has been confirmed from 12.6.2006.
Ministry of Social Justice & Empowerment  issued Notification No. 12012/15/2008-BCC dated 16/6/2011 including/ amending the central list of OBC in r/o fourteen State and two UTs.
Directorate has issued revised list of allotment of Surplus qualified candidates superseding earlier letter no. A-34013/01/2009-DE(PE-1), wherein allotment of surplus qualified IP candidates of 2009 exam was made.

ANALYSIS OF THE MEETING

Some of my friends are not happy with me for not updating the blog regularly and not being active in union matters. Needless to say, but it is essential to say that an old memory can trigger resentment. Everyone is free to do as he wishes but because someone wishes, something other than what one would prefer is no reason for others to feel snubbed. It is true that some people think differently for me even then I never hold it against them. As far as myself is concerned I am self-satisfied.
I was not part of the discussion, meeting or anything held at Directorate level with our comrades, who came a long way from four directions to win the battle least knowing that there may be hardly any Pandora box for us in our Directorate. Still members of Punjab wing of the association desire to provide analysis of the meeting held between two sides. If you are so interested to know my viewpoint then I will only say that it was a caboodle of cipher.
As far as pay scale issue is concerned, getting GP of Rs.4600/- is our right. Though our Directorate wants to keep it pending on one pretext or another yet we will definitely get justice from the court of law that is not now far away. This is also the only hope for us.
As regards cadre restructuring, a committee has been proposed. It is not clear when it will be formulated and who will be its member. Still hope for the best but without much expectation.
You are going to loose 141 posts of HSG-I(Postmaster) presently held by ASPs means less promotional avenues for IPs.
Since quota issue has not been resolved in the meeting, so Punjab Circle will file another CAT case for justice.
JTS DPC file is back in our Directorate with some objections from UPSC.
PSS Group B DPC will take another one month as APAR of some ASPs are expected after review.
No other issue has been agreed in IPASP favour.
After IP GP issue, Quota within IP/General line is one of the issues that we have to keep alive ignoring self-interest. Everyone should realize that IPs having 24-25 years service in their hand have every right to get GP of Rs. 5400/- and see the chair of SPOs/SSPOs at the fag end of their service. Therefore, we should not pamper our self in Junior Senior divide. Everyone should realize that one day all and sundry will become Senior by virtue of seniority. If you are getting early promotion within your quota but not on wrongly calculated vacancies then the unsuccessful candidates should feel happiness not jealousy on that. Such successful candidates must in turn pay respect to their counterparts..        
Do not think that our problems cannot be solved. Nevertheless, to surmount them, we need a will power, determination, unity and support for General Secretary

ISSUES DISCUSSED IN CWC

Circle Working Committee meeting of the Punjab Circle AIAIPASP was held at Chandigarh  on 7th July  under the Presidentship of Shri S.K.Sharma. Sh. Roop Chand General Secretary AIAIPASP graced the meeting that was attended by a large number of members.  As was expected all were on Extra Board and there was a mood to get the Postal administration realized that Inspectorial staff is united. General Secretary was very much impressed from the actions and unity of the Punjab wing of the association. Still there are colleagues in our cadre who are satisfied with the non-productive values. Their mental lethargy breeds dubious satisfaction on the one hand and bitter opposition to independence unconventional thinking. Anybody who dares to think of the cadre is immediately branded as a rebel. It was the court case filed by Punjab Circle association that worked and made the Postal Administration realized that IP cadre has the courage to fight for its rights without caring for the outcome.

Following issues were discussed with the result shown against each:
1.    Grade Pay Issue: Punjab unit is of the view that CHQ should ask Kerala unit to defend the case filed by Sh Permanand.If their needs may application may be moved for early hearings.
2.   Cadre Restructuring: Punjab Circle is ready to file case in Hon’ble Punjab & Haryana High Court if complete record is provided by CHQ.GS is discussing this issue with Secretary Post. Final decision will be taken after the out come of meeting.
3.  Wrong calculation of PSS Group “B” vacancies: As all knows the Punjab IPASP Association had made a representation before Hon’ble CAT Bench at Chandigarh, seeking relief with regard to calculation of PS Group B in their respective quota and Postmaster Cadre and the Hon’ble CAT has allowed the OA. Following aspects have been overlooked by our Directorate in fresh calculation of posts under 6% quota. Directorate has taken this benefit, as there was no mention of 6% quota in the said judgment.GS was apprised of the following:
(i)            Subsequent upon introduction and notification of Postmaster Recruitment Rules 2010, it is apparent that 116 posts of Sr. Postmaster are to be taken out from the total strength of 866 but there should be no change in number of 649 post meant for Seniority Cum fitness.
(ii)          As per para VI of the said notification, 25% of the vacancies i.e 29 posts in the grade of Sr. Postmaster are to be filled up by promotion from General line officers of Postmaster Grade III with 2 year of regular service in the grade. As such only 23 officials may be allowed to retain in PS GroupB against the present working strength of 27 officers. Rest should be posted as Sr. Postmasters.
(iii)   Above notification has came into force before the announcement of vacancies for promotion to PS Group B -2011, it is evident that 29 posts of Sr. Postmaster are to be filled from 27 General line officers presently working or 22 pass out allotted to Circles vide memo dated 5-8-2011. This is must to avoid legal implications. Hence, there must be directions to Circles from Directorate to post all allotted General line officers as Sr. Postmaster. Now there should be no DPC from amongst the General line officers of Postmaster Gr.III including regular service in HSG I, if any.
(iv)         In case of any adverse effect on 75% or 19% quota, Punjab Circle will again file a case against such move. Final decision will be taken after the outcome of 11-08-2011 meeting. In the meantime, we are preparing for filing another case.
The house unanimously authorized CS to file CAT case on behalf of the association. It was requested to update the blog regularly.
