More officers declined promotion


Director General (Posts) accepted the request of the following 9 more officers for declining their promotion to PS Group “B” ordered vide Directorate order number 9-23/2012-SPG dated 28.12.2012. This is incontinuation to the earlier 14+23 refusals accepted on 29-01-2013 and 17-3-2013.

Sir,
It is not 11-12-2013 but may be 11-2-2013. Further it is shocking to see that some ASPs allotted to their own circles (sl 1,2,&7) have declined their promotion which throw a debate to be discussed amongst us :-
(i)Whether the refusal to accept promotion by our ASPs (which is said to be ultimate goal in the entire career of an IP) is due to the fact that they have not been allotted to the unit/circle of their choice? (or)
(ii) Whether the so called senior ASPs are incapable of handling the duties of SPOs even in their own circle (or)
(iii) It is their own decision (based on their family circumstances)not to accept any promotion whcih will force them to shift his base to some other city?

In my opinion, the only goal/aim of an IP aspirant(after made his mind to appear for an IP exam)is to become a divisional head one day.Being as such, it is not understood why these so called Senior ASPs are declining their promotion despite the fact that they were allotted to their own circle. Now I remember one favorite line goes saying like "ANYTHING WHICH IS OFFERED FREE DON'T DESERVE ITS TRUE VALUE".Hence the rules governing promotion through DPC should be revisited.

Well said prakash sir,

more the decline, less the opportunities for IPs to be come ASPs. ASPs who decline promotion in their home circle/region should be disturbed in ASP cadre also then they will re-think about their promotion.

Sir,
Answer to this question rests with the promotee officers only. However it is incorrect that ASPs are incapable in any regard. They worked hard and even harder in trying and advese circumstances. Probably, they have left with only months service at their hands and might have got final MACP too.

Dear Balbir Sir,
The question is not the monitory benefits one would get while accepting the promotion to Gp B Cadre rather it is a pride to be at the helm of affairs at least in a divisional level after putting hard work in trying and adverse circumstances as you said. My question is why this point is not taken into by these senior ASPs who were offered promotion (free of cost i,e via DPC). This inturn make a serious doubt about their capabilities. Too harsh to say but that is the fact.

In my opinion those who declined promotion are intelligent ASPs. If they will do good business in their last 1-2/3 years they can earn good money .There is nothing kept in Division heads office. You can not live peacefully as a division head . Division head is good for those who can create headache for all subordinates i.e. SPMs/PMs /PAs etc and collect illegal money through middle agents on transfer cases/CCL etc.Honest ASPOs can not do these things and hence declin ing promotion is best medicine for them instead of inviting diabetes/b.p.sugar disease. Further promotee divisional head is just like a Peon for PMG/DPS/CPMG.

Patil Sir,
I do agree but it is also fact that truth always hurts.Your comment may hurts some of the Group B officers particularly who are honest and doing their duty giving justification to the salary they are receiving.But you give proper reply to above comment to which Sh Balbir Singh CS Punjab also fails who is otherwise very intelligent honest and hardworker.

Dear Patel Sir,
Your point is well taken. But at the same time why can't it be for those Senior ASPs????. i.e., why can't we say that these so called senior ASPs are doing these acts which you alleged against the Group B Officers? and because of that they don't want to shift their base from heaven to hell? I am not saying/hurting the sentiments of ASPs but I want to explore the answers for the declination of ASPs (which become almost 10%of the selected list). There must be some genuine reasons for the declination which may be gauged and publicized.

Dear Sir,
Apart from the above comments, I am suggesting that, the Department may call for the willingness from eligible ASPs before holding the DPC for Gr.B by intimating the number of vacancies in each circle & ask the ASPs to furnish the three circles preferance wise & also submit the willingness or otherwise for promotion. Then only, all the Gr.B vacancies will be filled regularly & ASPs will get promotion early.
