Sr Postmaster CAT Case filed by the Association of IP ASP Haryana and Punjab Circle came up for hearing on 27.01.2014 before Hon'ble CAT Bench Chandigarh. On a pleading raised by Ld Counsel on behalf of Association that unless and untill Recruitment Rules of PS Group B 1987 are amended, Sr Postmaster Rectt Rules - 2010 cannot be made applicable, Hon'ble Bench directed to submit progress made in revision of PS Group B cadre Rectt Rules by the Department on the next date of hearing 18.02.2014.

It will be interesting to see the reply/rejoinder to be filed by the Department. Whether it will go on the same analogy (i.e the way of filling up of all the PM Grade-I,II posts by calling first the willingness of the existing LSG/HSG II officials and thereafter holding the examination for the remaining unfilled vacancies) or it will introduce some other concept. Let us wait and watch. As per the RRs, the department should go according to the existing/established method of calling willingness of the existing PS GP B officers for switch over to Sr PM cadre and after posting them (if any !!!!!) it should conduct the examination. The surplus PS Gp B officers should be adjusted against the future vacancies that may arouse due to retirement/death/promotion just like what the dept has done in LSG/HSG cadre at the time of introduction/filling up of PM Grade I & II. Simply saying unless and untill the 116 posts identified for Sr PM Cadre are kept outside the purview of existing PS GP B cadre it will good for the department because
(a) Department cannot force any PS Gp B Officers to be posted as Sr PM against their wishes especially they had appeared in the PS Gp B Examination and selected (DPC) against the PS Gp B posts only and not against Sr PM posts.
(b) many unwilling officers in PS Gp B cadre may go to CAT if they are forcibly posted as Sr PM and their promotional prospect should be restricted in that line only which in turn make the situation worse(atleast in conducting the Sr PM examination in near future).
My humble suggestion is that the department should identify these 116 posts separately and create equal number of posts in PS Gp B cadre (may be citing BD or Mail business or PLI or any other business just like they are doing for upgrading/creating JAG/SAG posts).
