INDUCTION TRAINING FOR IPs

The induction training for 2009 batch Insepctor Posts will be commenced from 07-02-2011 to 07-05-2011 for a period of thirteen weeks at a stretch. The field training for one week is to be conducted by concerned circle after institutional training. The candidates will have to report at PTC Saharanpur on 06-02-2011. Under the provisions of article 30 of the Constitution of All India Association of Inspectors and Asst. Superintendents Posts, it is hereby notified that a meeting of the Circle Working Committee of the Association will be held on Sunday, the 30th January 2011 at 11.00 hrs in the Head Post Office building Amritsar.

The agenda for the meeting are as under:
1. Confirmation of the proceedings of the last CWC.
2. IPs Grade Pay issue.
3. Restructuring of IP cadre
4. Postmaster Cadre Issue.
5. Review of internal activities of the Circle Branch Association.
6. Chalking out agitational programme in view of CHQ decision to do so.

Sub: Protest against the indifferent attitude of the Department towards upgradation of Grade Pay from Rs 4200/- to Rs 4600/- for Inspector, Posts.

Respected Madam,
The Central Working Committee meeting of the Association was held at Ambaji (Gujarat) on 16th and 17th December 2010. During the meeting, the CWC registered its concern towards to the inordinate delay in processing the demand of the Association for higher grade pay to IP on par with inspector cadre in other Central Government departments/ministries. While all other Departments/Ministries show positive action towards their inspectors, the DOP is alone showing a negative approach on our cadre. All Inspectors and Assistant Superintendents Posts are very much aggrieved and frustrated due to the inaction and indifferent attitude of the Department of Posts towards this cadre
2. The department kept on telling the phrase “maintaining parity with other inspectorial cadre” whenever we demanded justified higher grade pay for IP & ASP. Now Inspectors and analogous cadres in other departments/ministries have been granted the higher grade pay of Rs 4600/- unilaterally after implementation of VI CPC. Such type of unilateral increase in pay scale was noticed in other departments/ministries in respect of their Inspectors after implementation of the past many CPCs. When we demand parity, the department in collusion with MOF is speaking entirely a different version. During discussion with DOP on this issue, we were informed that the cadre of ASP (Which is not in existence in other departments/ministries) is an impediment to implementing higher grade to IP. If that is the case, this Association is ready to go for merger of both the posts IP and ASP. The issue of merger of posts of IP and ASP with single Grade Pay of Rs.4600/- was discussed at a length during the course of General Body meeting in the All India Conference of the Association held at New Delhi on 03.04.2010 and 04.04.2010. The Association had come out with a proposal of merger of the posts IP and ASP and detailed discussions took place between the representatives of the Association and DDG (Estt.) on 05.04.2010. The department was convinced about the justified GP of Rs 4600/- on the merged post. Reminders were given to the DOP on 24-06-2010, 09-08-2010 & 07-09-2010 but no action has been taken by the Department till now and it has become the prime grievance of the Association. We also took up this issue in the agenda for periodical meeting on 27.08.2010 but DOP has not fixed date and time for holding of the same so far.
3. Association gave its proposal in writing for merger of the posts of Inspector, Posts & Assistant Superintendent, Posts and designating the merged posts as Inspector, Posts or Assistant Superintendent, Posts as may be decided by the Department but retaining the Gazetted status to the existing incumbents in Assistant Superintendent, Posts grade till their promotion / retirement.

4. If the DOP felt problem in merger of the posts IP and ASP, the CWC was agreed unanimously and came out with an alternative proposal of merger of the post ASP with PS Group B with a Grade Pay of Rs.4800/- with effect from 01.01.2006. As both the posts are Gazetted Group B & difference of Grade Pay is only Rs.200/-. This Association urges upon the DOP to consider merger of the post of ASP with the post of PS Group B with a Grade Pay of Rs.4800/- and in that case the senior will be holding the charge of Division/Office.

5. In case no positive action is forthcoming, the CWC of the Association after a detailed deliberations and discussions has come out with the following proposal: 
“It is unanimously resolved that the Department must meet out the above demand within one month time frame. The CWC with one voice decided that, if no decision is taken by the Department, the Association has no other option except to proceed on with a direct action (Trade Union action) after 31.01.2011. In such circumstances, the responsibility of any adverse effect on services will rest with the Department”
An early result oriented action is requested.

PAY FIXATION CASE OF IPs TAKEN UP WITH CO/RO

Respected Sir,

  1. I intend to bring to your kind attention one of the areas, where justice is denied while fixing the pay of Inspectors promoted after 1-1-2006. 
  1. In this connection, attention is invited to Ministry of Finance as contained in OM No. 7/14/2010-E.III (A) dated 05.07.2010 which, interalia, provides that employee has the option of fixing their revised scale of pay on and or any date later than 01.01.2006 as beneficial to the individual. These instructions from Ministry of Finance says that if official opts to draw pre-revised pay until he earned his increment or subsequent increment, the pay of the official is to be revised from the later date and to be fixed under Rule 11 (i) of CCS (RP) Rules 2008.
  1. In Punjab Circle IPs of 2006 batch have accordingly opted for the revised pay from the date later than 01.01.2006 by foregoing the arrears of difference of revised pay from 01.01.2006 to the date of fixation. As per decision of GOI, the employees have the option even to revise their initial option upto 31.12.2010. Since the effected official of Punjab Region were drawing the pay scale of Rs.5500-175-9000 on the date with basic pay as Rs.5500/- without earning any increment in the old scale official so they all opted to remain in the old scale as on 1.1.2006 and get fixation from the date beneficial to them. But unfortunately accounts line officers of Punjab circle are not adhering to these instructions resulting in peculiar and recurring loss to beneficiary.
  1. Whereas, other circles like UP has also fixed the pay of similar category of posts after taking the option of the official to get their pay fixed at the later date than 01.01.2006 taking into consideration that they were having basic pay of Rs.5500/- on the day of option.
  1. In this context, I would like to quote the example of Sh. Satinder Singh SDI Patti who as per Ministry of Finance instructions has exercised his option under the above provisions. Accordingly his pay should be fixed as 5500 X 1.86 = 10230 + 4200 = 14430 as on 16.01.2006 but instead his pay has been fixed at Rs. 9300+4200(G.P) =13500/- i.e at the minimum of pay band. 
  1. In view of above, it is requested that his case may be got examined afresh and instructions may please be issued to concerned office to fix the pay of Inspector Post Cadre as per new instruction as contained in MOF OM No. 7/14/2010-E.III (A) dated 05.07.2010.

Sub: Introduction of Postmaster Cadre in Postal Wing.

Respected Madam,
The Department has issued the above notification introducing Postmaster cadre in Postal Wing. At the outset, we wish to place on record that we are not against to the introduction of Postmaster’s cadre but seek certain clarifications in the interest of our cadre and Department. The following are the few points which require immediate kind attention of the Department.It is perceived from the said notification that posts for different categories in the hierarchy are to be carved out only from the General Line posts and as such IP Line cadre should not have any cascading effect.
1. In view of para 5(VI) & 5(VII) of said notification, it is understood that all 116 posts of Sr. Postmaster grade presently held by IP Line officials are to be filled partly from HSG-I (General Line) and partly from IP Line officials. The officials in PS Gr. “B” & Sr. Postmaster grade would be eligible for induction in IPoS, Group “A” on the basis of a consolidated eligibility list. Both these paras of the notification are in gross violation of equality provided under Article 14 and 21 of the Constitution as different parameters have been adopted for promotion to Sr. Postmaster from HSG-I which is on the basis of promotion on the one side and IP Line which is through LDCE on the other side.
2. Furthermore, the demand of other trade unions to fill up 100% posts of Sr. Postmasters and Chief Postmasters only from officials of Postmaster cadre (HSG I General Line) is baseless and hence categorically refuted.
3. This Association would like to recall that hitherto also there were two separate cadres i.e., Postmaster Group B and Postal Superintendent Group B which were merged to form composite cadre called PSS Group “B”. Due to unification of two cadres, the General Line officials were allowed to share 6% of the total posts worked out after merger. In this regard, Gazette notification was issued codifying the recruitment rules and subsequently LDCE was introduced for 25% of the vacancies out of which General Line officials still enjoying the share of 6%.
4. Apparently the new proposal is only attempt to revive old pattern viz. Postmaster Group B and Postal Superintendent Group ‘B’ as two independent cadres. This whole process of notifying the introduction of separate cadre of Postmaster has been done by the Department without consulting our Association. Resultantly, there is resentment and confusion in the Inspector, Posts cadre which is otherwise also directly or indirectly affecting the efficiency of the Department.
5. Now, since Directorate has issued notification so it would be only fit and proper if no further share from 649 posts presently held for promotion by non selection against 75% quota is allowed. However, Department may fill up 75% Sr. Postmaster posts from 165 (19% of total 866 PSS Group "B") posts presently allotted for promotion by LDCE for IPs and 25% of 52 (6% of 866) posts presently kept reserved for promotion for General Line officials. In this event, even Department will not have to call for options from IP Line officials working in PS Group "B" cadre and they can be easily adjusted and posted as Sr. Postmaster on 116 posts for which Department is also very much inclined.
6. 25% of vacancies in Senor Postmaster grade have been earmarked for HSG I (General Line) officials through promotion. Hence, recruitment rules of PS Group B cadre may be modified and provision may be made in the recruitment rules of PS Group B that 6% of total posts to be filled on the basis of same Departmental examination from General Line officials with 5 years regular service in LSG and above shall be reduced to the extent of number of posts occupied by the General Line officials in Senior Postmaster grade in Postmaster cadre.
7. In some Circles, Chief PMsG have identified posts of HSG I of IP Line for Postmaster Grade III which is in violation of the instructions contained in notification ibid. For the present 141 posts of HSG I Postmasters are earmarked for the IP Line officials which are part of promotional avenue for the Inspector, Posts. Order issued by the Department on formulation of Postmaster cadre is silent on the issue as to how these 141 posts will be retained for IP Line. The Association urges the Department to consider this issue and issue orders immediately that these 141 posts of IP Line remain in subordinate capacity in HSG I for IP Line officials.
8. It will be in the betterment of things if a meeting is arranged to discuss the issues concerning Inspector, Posts cadre. Until and unless this is done, the effects will lead to confusion resulting in resentment, frustration in the already depressed and ignored Inspector, Posts cadre.

RESULT OF CWC HELD AT AMBAJI

Central Working Committee of IPASP Association was held at Ambaji (Gujrat) on 16/17-12-2010 in a very cordial atmosphere leaving aside some heated arguments. Meeting was well attended as per our expectation. General Secretary has acknowledged all the members of the association who have dedicated themselves to improve the strength and progress of IP cadre and took oath to represent our voice. All Circle Secretaries have posed faith to provide professional advice, support whenever and wherever it becomes necessary. It was agreed that difficulties arises often without notice and we should be ready to face these without accusing others, complaint, egoism and adopting bad practices. In the end the voice of the members symbolized strongly. Following important IPASP issues were discussed in detail:
  1. IP Grade Pay parity case: GS has informed to the house that file is still pending in the Estt. branch of the Postal Directorate. Not satisfied with the averment of the GS, all CS desired to know the efforts made by the association to get the file cleared. It was informed to the house that GS has personally obtained recruitment rules of Income Tax officers and will be supplied to the department to clear the objection in the file. Sh. Ravi. S ex- treasurer of our association will provide all help to get the file cleared. House informed the GS that we can not remain inactive to see the indifferent attitude of the officers in directorate so we should think of some strong trade union action. On this and after taking into confidence all the members of the association, a memorandum was drafted for submission to DG Post to attend our demands within a time frame otherwise association will resort to trade union action. (Copy of memorandum will be published on central blog once it is handed over to DG Post by our GS.). It was also agreed to provide full support to CAT case filed by Sh. Permanand. Now since the case is at advance stage so association can not be party to it. However after final outcome of CAT case, the association will ensure that decision is implemented early. Any move of the MOF to file SLP or any other hindrance will be looked into by the association and we will move an application if required to be a party to the case. So be prepared for trade union action that can be mass casual leave followed by DHARNA, non cooperation movement, strike etc.
  2. Postmaster cadre issue: As you all are aware that while implementing decision even concerning IPASP, our association is not being taken into confidence resulting in resentment in the cadre. Para 5(VI) &5(VII) of notification issued by Dte. introducing Postmaster cadre in the postal wing is gross violation of equality, article 14 and 21 of the constitution as different parameter has been adopted for promotion to Sr. Postmaster from HSG-I on the one side and IP on the other side. Thus this case is challenge-able in the court of law. Before doing so a representation will be issued to DG (Post) apprising about the pros and cons of the notification. The demand of other trade unions to fill up 100% post of Sr. Postmaster and Chief Postmasters only from official of Postmaster cadre will also be categorically refuted. We are going to ask our directorate that there should not be any effect on the promotion of IPASP against 75% quota presently held by IP line officials and we will not allow any share from 649 posts for promotion by non-selection. However, department may fill up 75% Sr. Postmaster posts from 165 (19% of total 866 PSS Group"B")  post presently allotted for promotion by LDCE for IPs and 25% of 52 (6% of 866) post presently kept reserved for promotion for clerical line officials. The letter for Directorate will be drafted by CS Punjab and will be send to our GS for submission to  Directorate.
  3. Other issues viz restructuring of Inspector Posts cadre, revision in rate of honorarium for invigilator duty, MACP scheme, allotment of surplus qualified IP candidates, regular promotion to PS Group B were also discussed in details. The members will be updated on these issues as and when taken up with Directorate.Thanks for your cooperation and motivation.

WHAT WE GOT WHAT WE LOST

Finally Postal Directorate vide circular number 4-17/2008-SPB-II dated 22/11/2010 has issued orders to create a separate cadre of Postmasters at the level of LSG, HSG-II, HSG-I and PS Group ‘B’ by carving out these cadres from the existing General Line Cadre posts in Postal Wing and PS Gr. ‘B’ and designated these as Postmaster Gr.I, Postmaster Gr. II, Postmaster Gr. III and Sr. Postmaster.

From the above notification IP/ASP cadre is the most looser as IPs have to forego all HSG I post and 29 Sr. Postmaster posts presently held by IP cadre (Refer September 19 post on this blog under the heading EMERGENT CALL……).The most disturbing aspect of the notification is that 25% of vacancies in the grade of Sr. Postmaster will be filled up by promotion of Postmaster Grade III whereas promotion to Sr. Postmaster cadre from IPs will be through Limited Departmental Competitive Examination(LDCE). Thus 29 posts out of 116 posts of Sr. Postmaster will be filled through promotion of Postmaster Gr.III (General line) and 87 posts will be filled from IP on the basis of LDCE. The officials in PS Gr. “B” and Sr. Postmaster (Gazetted) would be eligible for induction in IPoS Gr ‘A’ on the basis of a consolidated eligibility list.

Is it not direct effect on the prospectus of already depressed IP cadre?

I want to know the reaction and views of all IP/ASP on above notification through comments on this blog so that this issue may be discussed in detail in the ensuing CWC meeting.

DEEP CONDOLENCE

At the hour of sudden and untimely demise of Smt. Veena Sharma w/o of our comrade Sh. Gopal Krishan ASPOs and Asstt.CS, all the comrades of IPASP Association share heartfelt CONDOLENCES with Sh. Gopal Krishan and his family.

She was suffering from Dengue and passed away at PGIMER Chandigarh on 17-11-2010 after brief illness. She was 44 years old. She was very courageous, caring and sincere wife and mother. Let her soul rest in PEACE in the feet of ALMIGHTY. May GOD give our beloved comrade the courage to face the situations and we are all with him in sharing this irreparable loss, which no words can fill in. We all pray to God to give him and his family the strength and courage to navigate through these rough seas of life.

Sub: Regarding Cadre Review Case-Link it to Presentation on Technological Development

Respected Sir,

You may be aware that Dte. vide circular no.1/5/2010-SR dated 09-11-2010 has invited General Secretaries of all recognized postal service association to give presentation to the staff side on Technological developments in the Department of Posts. You are perhaps one of the invitee for 23/11/2010. The presentation will be made by Technology, Mail Business and corporate Planning Divisions on their respective subjects in the presence of Secretary (Post).The officers here, in their projection, will focus how Department of Posts is on the verge of conversion into a dynamic organization with projects like changing ambience of the offices, providing good working environment to the staff, providing comfort to potential customers or visitors. The end point will be a request to all of you to make various long lasting projects like Digitization of Records, Core Banking, Mail Optimization, Consumer Price Index, Aadhaar Technology, Biometric systems etc, a success. No doubt it is the responsibility of working class to implement these projects in right prospective and as per expectation of bureaucrats. But at the same time it is the responsibility of the officers to provide best possible solution to our demands also. Yes, I am talking about cadre review for 245 posts that has direct link for implementation of technological covenant.

When Directorate can add 14 JAG posts and 15 SAG posts by abolishing 47 STS posts only in the name of so called Technological projects then where is the snag to up-upgrade 245 Group ‘B’ post for IP/ASP. These additions at higher level come when the Department itself acknowledges that volume of mails handled has come down drastically during the last two decades. Now on paper it has been shown that these posts are being used to improve efficiency by implementing technological promises. If this is the position than JAG/SAG level officers should be directly accountable for maintaining the efficiency of the unit for implementation of projects and not IP/ASP or PSS Group ‘B’ officers. The creation of several posts of Directors/Postmasters General for ‘Business Development’ is also not too old and forgettable from our mind. But all these posts seem to be created with the only supposed reason to give earlier time-bound promotion to IPoS officers and no thought has been given to improve the efficiency of the organization. By implementing five successive cadre reviews for IPoS officers, the Department of Posts is now over burdened with multi-layer officer oriented administrative set up with no accountability. So IP/ASPs have every right to ask for second cadre review, a proposal that has undergone several changes in principle is hanging for the past 21 years.

At grass root level total responsibility for successful implementation of these technological schemes are virtually transferred to IP/ASP or Supdts for implementation. In some of the projects like PMU, Aadhaar Dte has asked circles to appoint one exclusive nodal officer to monitor these projects and no other work should entrusted to them. But no body is thinking from where these officers will come. Why Directorate is not creating 245 posts already cleared under cadre review for utilization in technological driven projects as has been done in creating 14 JAG and 15 SAG posts. Is it not the duty of the association to ask directorate to consider our genuine demands?

It is otherwise also an open exude that there has been substantial increase in the duties and responsibility of IP/ASP due to advancement of technology on India Post-but this has not been recognized or remunerated in any manner in our case, may it be a IP GP case or cadre review case. In view of above I request you to kindly take up cadre review matter with directorate, else ask Directorate not to issue directions to circles for appointing exclusive nodal office for each project from Group ‘B’ officers. It will be better if a letter is given to directorate before 23/11/2010.

PAY PARITY CASE

Today I have detailed discussion with my friends in Chandigarh through whom memorandum for pay parity with Hon’ble Minister was submitted in May 2010. The result of discussion reveals that only mounting pressure from all spheres can bring fruitful results. But unfortunately there is hardly any leader in our cadre who may watch our interest above his own and build up pressure with the department. However as per information gathered our pay parity case is still alive and there are full chances of good results for all the cadres in the hierarchy. Now only option with the department is to recommend GP OF Rs.4600/- to IP and 4800/- to ASP and 5400/- to SPOs before submission of file to MOF . Once this file is cleared by our department we will escalate pressure with MOF to accept our genuine demand for which I have received assurance from my friend circle. I am requesting all Circle Secretaries to explore similar possibilities in their field also. Hoping for the best.

Why planning is required!!!!

I received a Superb mail from my friend which is a Good example--why planning is required...* * Read it........* One Night 4 college students were playing till late night and could not study for the test which was scheduled for the next day. In the morning they thought of a plan. They made themselves look as dirty with grease and dirt. They then went up to the Dean and said that they had gone out to a wedding last night and on their return the tire of their car burst and they had to push the car all the way back and that they were in no condition to appear for the test. So the Dean said they could have the re-test after 3 days. They thanked him and said they would be ready by that time. On the third day they appeared before the Dean. The Dean said that as this was a Special Condition Test, all four were required to sit in separate classrooms for the test... They all agreed as they had prepared well in the last 3 days. ENHANCEMENT OF HONORARIUM

Sub: Regarding enhancement of Honorarium for examination duty. Respected Sir, The examination process for recruitment of PA/SA is underway and inspectorial staff has been put on invigilator/supervisory duty. The examination work is an arduous nature of duty and is assigned in addition to one’s own work. Many a times our staff is called on Sundays/holidays but no compensatory off or conveyance charges are given to the staff engaged for the purpose but honorarium of Rs.20/- for single duty and Rs.40/- for full day duty is paid. As such staff shows reluctance to perform duty and have some resentment over the issue.
Sir, you will also agree that amount being paid is very meager and is not sufficient to compensate even the travelling expenses. Moreover, the honorarium fixed three decades back is in vogue and thus needs revision. Whereas, other recruiting commissions such as UPSC/SSC are paying Rs. 350/- per duty to the staff engaged for the purpose. It is therefore requested to kindly take up matter with the Directorate for revision of Honorarium. In the mean time orders may kindly be passed to grant compensatory off and conveyance charges to the staff for the duties so assigned. With regards, Yours faithfully

Letter from AGS to Sh. Roop Chand

  • To Sh. Roop Chand General Secretary, AIAIPASP HQ New Delhi Subject: Regarding Enhancement of honorarium for Supervisor/Invigilator duties. Sir Our CS on my directions and on the demand of association members of Punjab Circle has taken up some issues relating to IPs/ASPs including the subjected one. The matter was taken up long ago but no action seems to have been taken as yet. Relevant portion on the subject is reproduced as under:- “The IP/ASP put on invigilator duty (mostly on Sunday) is being paid Rs.20/- for one duty subject to maximum of Rs.40/- per day. Whereas the conveyance charges are always more than amount being paid left aside other issues like Sunday duty etc. I request you to take this issue with Directorate to enhance the honorarium equal to, as paid by Staff Selection Commission to the officials engaged for such duties. In case it cannot be enhanced, Directorate should do away with this honorarium as paying Rs.20-40 for invigilator duty is just a joke with IP/ASP.” It is apparent that this item is genuine one and can be considered without interference of any Ministry. Moreover, the Honorarium rates fixed, may be, three decades back are still in vogue , whereas the Invigilators appointed by the Recruiting Commissions are being paid Rs. 500/- per shift per day per examination. Now it is demanded as under:- Designation / Sundays & Holidays /Working Days Supervising Officer /1000 / 750 Invigilator / 750 / 500 Stenographer / 500 / 400 Postal Assistant / 500 / 400 Drivers / 400 / 300 Multi Skilled Employees /300 / 250 The rates should be fixed irrespective of its durations. The rates are very genuine in view of the facts that no TA/DA is being paid for the duty so assigned and no compensatory off is given in lieu of the duty performed on the Holidays. Please take up the matter with Dte expeditiously along with other demands as asked by CS in his letter addressed to you. Much awaited IP result of departmental examination held in first week of January 2010 for 2009 vacancies has been declared by Postal directorate vide memo No. A-34013/01/2009-DE dated 05/10/2010. LETTER TO CPMG ON MACP ADMISSIBILITY

Chief Postmaster General Punjab Circle Chandigarh-160017 Sub: Grant of MACP in Inspector Cadre Respected Sir, I intend to bring to your kind attention one of the areas where admissibility criteria to grant MACP to IP/ASP cadre is not being adhered to. Resultantly four ASPs in the chain have to face injustice. While granting 3rd MACP to Inspector cadre staff the promotion earned from PA to UDC has been taken into account as one promotion as such paving way for refusal to 3rd financial upliftment. Whereas for the clerical cadre no such condition has been applied, thereby adopted double standard. 2. In this connection, attention is invited to para 5 (Annex-I) of the consolidated instructions on MACP, circulated vide DOP OM No.4-7/(MACPs)/2009-PCC dated 18.09.2009, which, interalia, provides that promotion earned in the past to those grades which now carry the same grade pay due to merger of pay scale shall be ignored. Directorate vide letter no 4-7/MACPS/2009/-PSS dated 19-07-2010 has further clearly clarified that “since there is no existence of UDC cadre hence promotion earned from PA to UDC is to be ignored. But in the case of Sh. K.S.Behar, ShGian Chand and Sh.Dhana Singh this has not been done. Two official Sh.R.D Kalia and Sh. Mohinder Singh has otherwise been ignored. 3 Furthermore, process to grant 2nd or 3rd MACP has not yet been started in Region II for the reasons best known to officers dealing the case. It is pertinent to mention here that in R.O there is no other cadre except already depressed IP/ASP, who are deprived of this financial upliftment. 4. CHQ IS ON THE MOVE

I have had detailed discussions with General Secretary relating IP/ASP issue. He is very much concerned about non settlement of our pay scale and other related issues. General Secretary is all set to send a crispy and clean letter to the Directorate in protest of non settlement of IP/ASP matter. This memorandum will not be merely calling for facebook, but also to prevent the apprehension of all those who are taking every movement otherwise. The memorandum will be drafted by the GS and will send to Circle Secretaries for vetting before submission to Directorate. The General Secretary has also agreed to convene CWC in the first week of December at most suitable and convenient place for which a notification will be issued shortly. All the issues including trade union action will be discussed and given final node at the time of meeting. Now it is apparent that our Circle Secretary is on the move. GS further told me that IP result held for the vacancies of 2009 is likely to be released in the first week of October. Furthermore SSC has allotted direct recruit IPs to Directorate and their allotment to circles will commence soon. This all will ease workload on present IP/ASPs. He is in constant touch with Directorate . Presently pay scale file is with internal finance which has been resubmitted after replying to the queries raised by internal Finance. As regards CAT case Sh permanand is doing his best as such we should refrain commenting about pros and cons of the case being subjudice. Court cases are decided on documentary basis hence finally we will get justice from Hon'ble jury of the CAT.
At the same time, I feel upset reading faceless comments given by anonymous IP/ASP on blogs of major Circles which are otherwise also a cause of concern and can be harmful for the cadre. Anonymous comments on one of the blog can easily trouble even normal man what to say of the person, against these are passed. This is an uncharacteristic tendency to insult and attack. Moreover one can easily judge that such comments are being posted by a coward man having no ethics. In case we can not openly criticize our leaders than how we can fight for our cause? I do not think if such IP/ASP will come forward for union action on the call of association. In my opinion one should feel free to sign comments with real name and should not hide one’s personality while commenting. Don’t adopt bad practices as it will further cause harm to our motives. Criticism is good if it is for the betterment but it is bad if criticism is only for criticism. Everyone has right to post negative comments but those ought to be for the betterment of cadre. See my posting on blog, which is full of criticism but this criticism has been accepted by GS who has resultantly agreed to act as per our desire. Now this turns into betterment and will definitely bring good results.

Ministry of Finance vide order No.1(6)/2010/E-II(B) datd 22/09/2010 has released orders for payment of Dearness Allowance to Central Govt. employees- Revised Rate effective from 01-07-2010.
Ministry Of Finance vide office memorandum no. 7/24/2001/E III(A) dated 22/09/10 also issued orders for grant of Non-Productivity linked bonus(adhoc-bonus) to Central Govt. employees for the year 2009-2010 paving way for releasing Productivity linked bonus for eligible Postal Employees.

EMERGENT CALL TO CHQ FOR CWC

To, Sh. Roop Chand, General Secretary AIAIASP Qtr. No.12, P&T Colony, Khurshid Square, Civil Lines, Delhi 110054 No.IP/ASP-Punjab/2010 Dated 18-09-2010 Sub: Request to convene emergent CWC meeting for discussing IP/ASP issues. Respected Sir, I am writing this letter with a great sense of dismay and incredulity as central body is not taking the IP/ASP issues to the expectation of our members. Resultantly there is resentment in the cadre. By some measures of activities, Secretary General NFPE and FNPO made goodwill amongst their members. In the first meeting of the reconstituted Postal Departmental Council that was held in August 2010, as many as 135 items were taken in the agenda and out of these 70 items were discussed on the day of meeting itself. Each and every cadre was given representation. The meeting was chaired by Secretary Post and attended by Postal Board Members, other officers of Directorate and staff side leaders. When other unions are paid attention, there is no reason for not taking notice of IP/ASP association. If there is any problem then it is ours, because we are not taking up issues in right perspective and approach in which these are required to be taken. Due to our weakness other unions are also targeting us. The most disturbing aspect of above meeting for IP cadre is item no.63 that is directly distressing our cadre. You will agree that demand for transfer of all HSG-I posts presently held by ASP cadre officials to General line official is not only unjustified but also irrational and against ethics. This proposal is already under consideration in Directorate. The above point is having far reaching consequences in the promotion avenue of IPs. I request you to kindly take up the matter immediately with Directorate asking not to include any item in JCM meeting having direct or indirect effect on the prospectus of already depressed IP cadre without taking IPASP association into confidence. Following other issues relating to the cadre of IP/ASP are required immediate attention of the Secretary post. It needs to be taken up convincingly making Directorate clear that in case these are not settled within stipulated time frame, the IP/ASP will leave with no other alternative except to follow the path of mass agitation. Pay Scale Issue: This sensitive issue need to be take up more vigorously informing Directorate that it is the DOP who is responsible for this disparity as 5th pay commission had placed IPs in the pay scale of 5500 -9000 on par with the inspector in CBEC &CBDT. However Inspectors in CBEC & CBDT after negotiation, litigation and struggle get pay scale Rs. 6500-10500 w.e.f 21.4.2004. Unfortunately the above grant of replacement in scale was not done in the cadre of Inspector Post and Govt. left the issue to be decided by 6th pay commission. This was done on the behest of DOP. The Sixth Central Pay Commission has recommended merger of pre-revised pay scales of Rs.5500-9000 and Rs. 6500-10500 bringing Inspector Post at par with Inspectors in CBEC & CBDT as well as Assistants in CSS and this has also been accepted and implemented by the Govt. Accordingly Inspector Posts have been placed in PB-2 with grade pay of Rs.4200/- at par with Assistant in CSS/Inspectors and Analogous post in CBEC & CBDT. This was done with specific mention for IPs in para 7.6.14. The Grade Pay of inspectors in CBEC & CBDT has been revised from Rs.4200 to 4600 on 13th Nov.2009 leaving Inspector Post in stagger. The Grade Pay of many other categories has also been upgraded from Rs.4200 to 4600 by MOF but the file of Inspector Posts has been returned back simply because we do not have nuisance value that now needs to be created at our level. Is it not a clear case of discrimination? It is fit case for questioning in parliament. We have to fight for our rights without bearing in mind the consequences. Saying that there is one ASP gazetted cadre in hierarchy is not reasonable because this cadre was established only to give one financial upliftment to IP, keeping in view the stagnation in the cadre. No recruitment rules for this cadre are available (see vol IV).Now the sequence has changed owing to grand of time bound MACP. If the department intends to give justice to IPs than there are many option. Gazetted status should not have any hurdle as ASP does not bestow with any special privilege over it. Rather we have obtained it after losing bonus but without any financial powers. The IPs after 10 year of service and at the time of 1st MACP can be conferred Gazetted status under nomenclature of ASP. In case any functional disturbance occurs due to less/excess number of post in ASP cadre in any particular circle that may be interchanged with circles to bring uniformity. Please ask Directorate not to raise objection only to linger on the decision or with the only one motive of not providing relief to IPs.
Implementation of Second Cadre Review: Second cadre review case of Inspectors and ASPs is pending since long in the files of our Directorate. The Second Cadre Review Committee for the cadre of Inspectors and ASPs was constituted in 1986 keeping in view the already decreasing promotional avenues of the cadre. You will agree that IP of 1983 is still awaiting elevation to PSS Group ’B’. Today DOP is the only organization where career progression Scheme particularly for Inspectors stand relegated to back seat. Action to further eradicate prospect of IP is underway when 63 type items is being considered. The implementation of second cadre review was finalized in 1990 and orders were issued for implementation after chalking out the modalities but no workable conclusion has arrived for the reasons well known to the department. The scheme envisaged of 245 posts of IP/ASP to Supdt. in PSS Group ‘B’ on matching saving basis. During the past two decade department has even failed to redefine the duties and responsibilities of IP and ASP instead of implementing it. Consequent upon introduction of new business benchers, the Department of Posts is on the verge of conversion into a dynamic organization with projects like changing ambience of the offices, providing good working environment to the staff, providing comfort to potential customers or visitors and various long lasting projects like Digitization of Records, Core Banking, Mail Optimization, Consumer Price Index, Aadhaar Technology, Biometric systems etc. All these projects are being implemented with the support and incessant hard work of IP cadre. Thus it will not be wrong to say that the total responsibility for successful implementing the various innovative schemes has virtually devolved on the IP and ASP. When there is such a surge of schemes burdening IP/ASP, then what is the hesitation to create 245 more posts? On the other hand with the upgradation of 1772 posts of HSG II HSG I without any commensurate increase in responsibility, the promotion prospects of staff belonging to the General line have also largely improved. Still not satisfied and after grabbing 6% post of PSS Group ‘B’ they have started demanding conversion of all Postmaster (HSG-I) post held by IP to General line. The Deptt has also taken care of the interest of the IPoS and they have derived the benefits of 5 periodical cadre review all at the cost of IP/ASP prospects. Resultantly the promotion prospects of IP & ASP have further deteriorated with a span for promotion to PSS Gr B extending up to 27 years what to talk of promotion to JTS. Supply of Laptops to IP/ASP : At the time of All India Conference Secretary(Post) has promised to supply Laptops to all IP/ASP beside Sub Divisions also. No such proposal has come out and even is not in the pipeline. This issue also needs to be taken up with Directorate. Laptops should be supplied to IP/ASP irrespect to position of posting.
