IMPACT OF NON-CONVENING SUPPLEMENTARY DPC


DOP has not convened supplementary DPC for the vacancy year 2011-12. This has many cascading effect on future promotion of IP line senior most IPs. It is bound to disturb the present 75% quota meant for seniority-cum-fitness promotions of the respective year. PS Group “B” 2011-12 examination result under 25% quota will mar the legitimate right of the left out 1988 batch inspectors in  their further promotion who are awaiting their elevation for the last 24 years in IP cadre even after giving their prime career to the department for successful implementation of innovative schemes. Non-convening of supplementary DPC will also mean no effect on 23 refusal to promotion accepted by the directorate. Presently 1988 batch IPs are working on adhoc in PS Group “B” and this  act of the department will place them as subordinates of their juniors.  
Supplementary DPC is convened every year before promotion through LDCE (25% quota) but this time no action seems to has been taken by the Directorate. Under trying circumstances, department cannot blame senior members of this Association for any litigation that could arise owing to fixation of seniority for not convening supplementary DPC for the remaining vacancies of the year 2011-12. The supplementary DPC ought to have been convened before the declaration of PS Group “B” LDCE result.
There are many ambiguities arising in the IP list of the prospective PS Group “B” officers which are also need to be paid attention before convening DPC for the vacancy year 2012-13. During last year DPC some of the officials despite being eligible were not considered. It is the obligation on the part of association to raise such issue with administrative for justice and get the hassles removed.   
Punjab association is of the view that supplementary DPC for the left out vacancies of 2011-12 should be convened first and thereafter hold the regular DPC for the vacancy year 2012-13. The candidates declared successful against 25% quota should only be considered for promotion and posting after supplementary DPC. CHQ should take this point of action with department.

THINGS MOVE, IF PRESSED FOR ........

At last, our CHQ has woken up from the slumber for the burning issue of GP. It appears that Shri Vilas Ingale has stood up for the GP issue atleast by collecting information from the sources best known to him. Responses to the article DEJECTED ASSOCIATION reveal that our comrades are much more concerned about the GP, which is otherwise also the primary duty of Shri Vilas Ingale keeping in view the faith reposed in him by All India Association members. In case the file is infact being moved to Department of Expenditure, then it is really a very good news for all. Had the CHQ taken up the matter through respective Ministries, the outcome would have been fast and impact would have been severe. In view of this, it seems that file is moving in a right direction, lest it may have been returned with some query or otherwise.Time is coming, when we meet our genuine demand of GP shortly. It seems that all concerned ministries are working for the compliance of Hon'ble CAT Ernakulam Bench order. GS should entrust the duties to follow up the case file to the comrades of Delhi Circle. It would be appropriate and in the interest of members if our GS write a detailed letter to the Ministries concerned, giving pros and cons of the case and the injustice being faced by our cadre. CHQ should realise that such type of cases including the case of DPC, Supplementary DPC and other related cases of larger interest are more important than the individual issues.

WAKE UP !... THE DEJECTED ASSOCIATION


It is hard to make out for me why time and again I am being chosen to beat the air when I can not do anything on GP issue until and unless Sh. Vilas Ingle GS AIAIPASP rises to the occasion and fight for the justice. I have already drafted a letter on GP issue and sent it our GS. I have discussed this issue several times with the CHQ and in CWC meetings but when our high-up leadership does not want to face this critical situation boldly, what can I do. It seems that they are afraid of facing the conduct rules otherwise they should have taken up GP issue as suggested by me. In our department members of IP/ASP association are given the impression of being disreputable. Association is not even consulted on major issues, rather are controlled by the officers sitting at the helm of affairs so that no pressure could be exerted in favour of legitimate demands of our members. It is for the information of members and tweeters that the pay parity granted by 5th pay commission and its aftermath has no relevancy with the present GP issue. Last time, hitherto the Hon’ble court could announce the final verdict, the pay commission had been set up paving way for the department for a prayer to refer our issue to apex body. This time verdict has already been given in our favour giving us edge. Thus GS should exercise every option so that pay parity case is favourably solved.
Punjab circle always fight for justice without any vested interest, may it be GP issue, other issues or issue relating to calculation of vacancies. When we filed a Court case against miscalculation of vacancies there was hue and cry from some egocentric cadre men because their elevation was hampered that in fact would have been at the cost of those who were waiting their promotion at fag end of their service. Now no body is concerned when for the first time in the history of PS Group”B”, no supplementary DPC has been conducted for 23 left out vacancies under 75% quota and the result under 25% quota has already been declared leaving the association dejected and humiliated. Now I want to ask my friends, have the IPASPs been constrained to court cases only? This is bound to happen when our mental lethargy and psyche of fear is being exploited. Still there is time with our GS to wake up from the slumber, shun down hackneyed views and do work for the wellbeing of the cadre men.
