Sub:     Convening of regular DPC for promotion of IPs to ASPs
Respected Sir,
IP/ASP Association Punjab is very grateful to you sir on your decision to promote  IPs to the cadre of ASP on adhoc basis by extending all due benefits. The Association is also thankful to you for redressing our grievances and gave us courage to do work with full Zeal and Gist. Still there is area where delay is occurring is convening of regular DPC for promotion of IP to ASPs.
2.         In this connection, attention is invited to the consolidated instructions on DPC, circulated vide DOP&T’s OM No.22011/5/86-Estt.D dated 10.4.89, which, interalia, provides that DPCs should be convened at regular intervals to draw up panels which could be utilized for effecting promotions/against vacancies occurring during the course of a given year. These instructions enjoin upon the concerned authorities to initiate action to fill up the existing as well as anticipated vacancies well before the expiry of the previous panel in their respective reservation quota that is not covered in adhoc promotion.
3          Further, with a view to ensuring that DPCs are convened not only in time but also sufficiently in advance, so that empanelled officers may be posted against vacancies that may arise during the course of the vacancy year, a model calendar was prescribed vide DoPT’s OM No.22011/9/98-Estt.D dated 8.9.98.
4.         According to the standing instructions, action for convening the DPCs should be initiated before the commencement of the vacancy year and that DPC’s should be held against future vacancies so that justice is met to all and no category feel isolated. At present more than 15 vacancies are there in ASPs or likely to be occurred in June for which regular DPC is required to convene immediately. Non convening of timely DPC is effecting next financial upgradation (MACP) of ASPs.
5.         In view of the above, it is requested that suitable orders may kindly be passed to put in place immediately and advance planning is done to convene the DPC, not only for the vacancies occurred in 2011, but also for the vacancy years 2012, so that panels are prepared in time and that the extant orders on the subject are followed, both in letter and spirit.
                        With regards,
Yours sincerely

Our Circle Chief vide letter no. Rectt/2-19/Corr.Rlg dated 3/11/2010 has forwarded association letter to Directorate with recommendation. Now the results.
Our CHQ should realize that things move only if we mount pressure through every available option. By now, our directorate might have forwarded IP GP file to MOF, so it is the duty of our CHQ to make use of available channels to know latest position and get the file cleared from MOF. The information can have by trying RTI also. Application for execution of orders should also be moved by CHQ.

FEAR OF LOSING BELIEF

Change is the law of nature and is wonderful thing when it is accepted but if we become tired of the battle for change because of insubordination or otherwise; someone amongst us is surely to be persuaded to give up the fight. Consequently, we are giving up out of the fear for being victimized. When we try to convince our superiors  about our significance and battle for justice, the high ups do end with threatening and intimidating us that you would be hanged upside down on the bark of a tree like a crow  as an indication for the fellows dare not to come in the proximity. They often narrate us the stories of our associate in other departments and it seems perhaps they are trying to prove the proverb “Grass is greener somewhere else”. Such an atmosphere entice frustration and agony in the minds of the fighters. Unfortunately, the hard workers are treated as criminals in the department, instead a word of appreciation or encouragement. As such, some of our biggest frustration comes from the caretaker of the department. We so often refer to this complex and stressful situation with a blanket term like “career burnout.” We are afraid of what our peers and boss will think of us. No body thinks of the discrimination going on with us. Nobody thinks that JAO/AAO who are appointed through open competition instead of limited examination like us are healthier placed in term of GP, promotional avenues, accountability, etc. They were placed in the pay scale of 6500-10500 & 7450-11500 in compliance to decision of Court. Later on, they were given 20%-80% financial enhancing without any dispute. JAOs appointed in 2003 that too on adhoc basis have got GP of Rs. 5400. Whereas 1982-83 batch IPs, still in GP of Rs.4800/- has been either retired from service or still burdened with targets, arduous work, accountability, writing APARs of some of the AAOs working under their control and facing ire of their officers. A ray of hope is somewhere seen from the battle won by Central Excise Association in getting GP of Rs.5400/- (NFBS) after completion of four years service in GP of Rs.4800/- through legal recourse. It is CBDT /CBEC association that is the winner and ours should take cue from them how to fight for justice. For this our CHQ in association with Postal Group Officer has to file litigation.
Anyways Punjab Circle is fighting for justice may it be a case of PS Group B vacancy calculations or Sr. Postmaster cadre. Giving you the latest position I may apprise you that department has not filed any reply on last date of hearing and the case was adjourned to 7-5-2012 for filing reply. This is the last opportunity given to the department. Now available option for us could have been a major struggle, else dissolve our own belief and shift the emotional state.

SAD NEWS

It is very unfortunate and difficult time for our comrades who have lost their esteemed, energetic and bold colleague while working as ASP(HQ) Sangrur. Nothing can be more sad than the untimely demise of  dear Sham Karanji. Association is deeply depressed to hear this sad news. In my professional career Karan was a phone call away, sharing his vast rolodex. Every staff member has high respect for him and has benefited from his generosity of time and knowledge and his ability to create connections and help others. Our prayers go to his young family. May God help family members to bear this loss.Members are requested to attend funeral that will take place at 1600 hrs in Patiala on 20-4-2011.

WHO CARES ???

Awareness about procedural fairness is pivotal for organizational variables but where our understanding stand. A matter of fact is that by today some decision should have been arrived on the judgement of Hon’ble Ernakulum bench but who cares for the justice? I will say that we cannot put the whole onus on administration. To some extent, we are equally responsible for the same because our vested interests are becoming hassles. Our new GS had visited Directorate thrice within a short span but he could not come up to the expectations of the Association. Members of the Punjab Association invited our GS in its conference with the intuition of getting a prolific result out of his return visit to directorate. Though thoroughly conversed in this context, he seems to have brought only some information to put on blog that has disappointed the Inspectorial staff of Punjab Circle. Our GS could not understand the policy of our officers who have always left IP cadre at the receiving end. The aftermath of this visit has resulted in wide spread resentment in the cadre forcing us not to extend any support to CHQ particularly when we cannot fight for justice. I do agree on this count with my members though I understand their concern and one thing is agreeable that associations are not formed for fun and frolic but for the betterment of the cadre and to achieve our dues. I along with my prospective Circle Secretary Sh. Balbir Singh am very much concerned about pending GP issue that requires immediate relief. Punjab wing of the Association is of the view that by now Association should have taken available legal course on GP issue to get the judgement implemented. Punjab association is ready to bear all the expenses, if there needs be but action should be from CHQ. There is no end to our injuries, though in Oct,2011 Hon’ble CAT has categorically stated in para 33 of its judgement that there is no justification in denying the Inspector (Posts) the higher Grade Pay of Rs.4600 when the same is admissible to inspectors of other department. This parity was to be allowed with in a reasonable period but six months are going to lapse today, where the justice is. The posts of IPs have still been advertised in the GP of Rs.4200/- by Staff Selection Commission. Should this not be subject to question why our post has not been kept at par with other Inspector? GS and President should think of it and take action to get justice for us.

Farewell Message from Circle Secretary

My mandate as Circle Secretary of IP/ASP Association is going to ends on 8th April 2012. It has been a challenge, a learning experience, and a true joy to work for the Association. Together with my team members, we have moved our association in new directions and created new working routines. To be a part of that has been my task and I can see now as my assignment ends that IPASP Association is well on its way. Its activities are more structured, it is more transparent, delivering more services to members, and it is ready to play a more active role in its endeavors.

I am grateful for having had this opportunity and wish my colleagues the new CS, good luck with the continuation of this work. I have gained a lot of knowledge and shall always cherish this as one of the most satisfying phases in my life and career. If not for your constant support and encouragement, I would not have been able to perform my duties. I appreciate all the support, insights, and help you have provided me. During the two terms I had held the post, I did my best to discharge the duties cast upon me without fear of reprisal. I must say that I am leaving the post with good feelings and a sense of satisfaction. Thank you.
