Notification
Under the provision of Article 30 of All India Association of Inspector Posts and Assistant Superintendent Posts, it is hereby notified that Circle Working Committee meeting will be held at GPO Chandigarh at 1030 hrs on 20.04.2013 (Saturday) to discuss the following agenda items.
1.             Discussion on nomination of Circle Secretary under the provisions contained in 21 A of the Constitution.
2.             Discussions on Grade Pay issue of Rs 4600/- to IPs & filing of Court Case.
3.             Discussions on Cadre Review structure.
4.             Enrolment of new entrants (IPs through SSC/LDCE) as member of the Association.
5.             Organizational matters, financial review / membership review.
6.             Any other issues with the permission of Chair.

All office-bearers and CWC members of the Association are requested to attend the said meeting in time. Members of AIAIASP who are neither office-bearers nor CWC members but willing to join the CWC meeting (without the provision of special CL) are also welcome to attend the CWC meeting as invitees.

Training Allowance @15% for Instructors working in WTCs

Directorate vide memo number 26-02/2012-Trg dated 06.09.2012 gave formal structure with regular establishment for WTCs and ZTCs .It was stated in these orders that depending on the training workload and number of nodes, maximum of two posts were required to be created for each Training Centre by the Head of the Circle by way of redeploying posts from within the establishment of the Circle. These orders are to be regularised by adopting the criteria mentioned in DoP&T OM No. 13024/1/2008-Trg.I dated 05.09.2008. As per these instructions Trainers of WTCs/ZTCs will be entitled for training allowance at the rate 15% of basic pay if all relevant criteria is met. Accordingly following Guideline for selection of Trainers of WTCs regarding selection of Instructions are to be adhered to:
1.     Candidate should preferably be Graduate
2.    Candidates with training experience and/or having done DIRECT Training Skill course may be preferred.
3.     Should be articulate with good knowledge of language.
4.     Should be smart and tidy with unblemished record of service.
5.     Should have good knowledge of Departmental Rules/Software.
6.     Not more than 52 years of age.
7.     Any official with eight years of regular service in the Department as PA/SA is eligible.
8.    Controlling authorities may be advised to verify the candidate’s capability to become a trainer and give his personal recommendation to this effect before forwarding the application to CO/RO, as the case may be.
9.     Selection normally confined to officials of the Circle, in which the WCT falls.
10. There should be strict selection process. The application can be screened, may be by a Screening Committee based on the guidelines and those found suitable may only be invited for interview/presentation before selection committee.
11. Should possess aptitude for the job. This should be tested during interview/screening and candidates must given presentation before the Screening/Selection Committee.
12.  Committee for selection of Trainees will comprise of

  • Director/APMG               Member
13. The selection committee will see the overall service record and performance of candidate in interview/presentation to select only those having not only an outstanding service record but also very good training capability. Regard can be had to keenness of interest taken by official in providing requisite capability to his subordinates in various jobs, held by him and to his performance in an earlier assignment, if any, in a post related to training.
14.  Total tenure four years. Initial appointment of two years with first six months on probation. Thereafter, tenure can be extended upto two years, on year to year basis, based on performance
