UNFORTUNATE DECISION

Don't be afraid of  proposed strike, now there is no strike from IP/ASP side. I am still of the view that we should go for mass casual leave at least on the first day of strike, if  we do not have stamina to go for even one day strike . Any way we have to abide by the CHQ. Following is the decision from CHQ:    

Dear Friends,
In response to the Email/SMS sent to all CHQ Office Bearers and Circle Secretaries on 10.06.2011, Two Circle Branches have not replied so far. One Circle Branch is defunct. 19 Circle Branches have replied as follows:
No. of Circles in favour of Strike                                                             7
No. of Circles not in favour of Strike                                                       5
No. of Circles not taken any decision and left the decision to CHQ      7
Majority of the Circle Branches are not in favour of the strike. Hence, CHQ is not issuing strike notice with effect from 05.07.2011. Decision regarding strike/agitational programme will be taken by ensuing Central Working Committee of the Association. In the meantime, CHQ will try its best to get our demands fulfilled through negotiations with the Department.

Already our association is not accommodating the broader view for mass benefit and demanding no cut in the seniority quota for promotion to PS Gp B cadre (Refer pt 2 of charter of demands) which is nothing but a clear disadvantage for those IP/Junior ASPs waiting to appear in LCDE and become a SP at an earlier stage. This is supported by the fact that already there is no vacancy (for LCDE) for PS Gp B as evident from this year vacancy announced and if the quota is again reduced taking in view of Sr PM cadre, there is absolutely no chance for these IP/ASP to become an SP (not Sr PM)through LCDE (conisidering the roaster points of Gp B officers as it is 162 as on 1-1-2011 against the proposed revised quota for PS Gp through LCDE of 62 only). Only chance to become an SP through LCDE will come only after the retirement 100 of those PS Gp officers selected through LCDE. How it is possible????
On the other hand, the dept has revised the pattern of PS Gp Exam to MCQ type taking account the interest of the Sr ASPs (who are not able to write papers for 3 hrs due their age factory even though then knew the answers very much)and it can be beneficial for all including junior/senior ASPs to become an SP/Sr PM by taking LCDE. But it is not at all possible for a junior IP/ASP (having minimum service of 6 yrs) to become an SP immediately but only say after 23 or 24 yrs eventhough he is most intelligence.

Dear Sir,
The logic given for not going to serve stike notice is contradictory. As mentioned in the blog,7 circles have supported and 7 other circles have left the decision on CHQ, which clearly means that CHQ may take a decision to serve notice for strike with support of 14 circles. Only 5 circles have opposed the strike. Then how it can be said that majority of the circles are not in the fabvour of strike ?

In my opinion,there should be only two demands at this stage ;
1. GP of the IP cadre should be upgraded to Rs.4600/- w.e.f 01.01.2006 on par with GP of Inspectors of CBEC/CBDT
2. Cadre restructuring of IPs should be done to allow more and speedier promotional prospects than what is being given in the existing system.

Other demands, such as workload is related to cadre restructuring. Moreover, other demands may be raised once the main issue is resolved.
