Some of my friends are not happy with me for not updating the blog regularly and not being active in union matters. Needless to say, but it is essential to say that an old memory can trigger resentment. Everyone is free to do as he wishes but because someone wishes, something other than what one would prefer is no reason for others to feel snubbed. It is true that some people think differently for me even then I never hold it against them. As far as myself is concerned I am self-satisfied.
I was not part of the discussion, meeting or anything held at Directorate level with our comrades, who came a long way from four directions to win the battle least knowing that there may be hardly any Pandora box for us in our Directorate. Still members of Punjab wing of the association desire to provide analysis of the meeting held between two sides. If you are so interested to know my viewpoint then I will only say that it was a caboodle of cipher.
As far as pay scale issue is concerned, getting GP of Rs.4600/- is our right. Though our Directorate wants to keep it pending on one pretext or another yet we will definitely get justice from the court of law that is not now far away. This is also the only hope for us.
As regards cadre restructuring, a committee has been proposed. It is not clear when it will be formulated and who will be its member. Still hope for the best but without much expectation.
You are going to loose 141 posts of HSG-I(Postmaster) presently held by ASPs means less promotional avenues for IPs.
Since quota issue has not been resolved in the meeting, so Punjab Circle will file another CAT case for justice.

No other issue has been agreed in IPASP favour.
After IP GP issue, Quota within IP/General line is one of the issues that we have to keep alive ignoring self-interest. Everyone should realize that IPs having 24-25 years service in their hand have every right to get GP of Rs. 5400/- and see the chair of SPOs/SSPOs at the fag end of their service. Therefore, we should not pamper our self in Junior Senior divide. Everyone should realize that one day all and sundry will become Senior by virtue of seniority. If you are getting early promotion within your quota but not on wrongly calculated vacancies then the unsuccessful candidates should feel happiness not jealousy on that. Such successful candidates must in turn pay respect to their counterparts..
Do not think that our problems cannot be solved. Nevertheless, to surmount them, we need a will power, determination, unity and support for General Secretary

I want to know from you on certain points.I think you are the right person to place these issues in proper forum.
1.you own the CAT case on the gound that 75%,19% and 6% posts should be fixed in the appropriate manner.Then clarify me where from 29+116 seats for Sr.Post,master will come,If not then the presidents approved notification for PM cadre is of no use as Sr.PM seats are not there for HSG-I and IP cadre.Whether the order should not be withdrawn as it is a irregular one.If the oder is not correct, how the PM-I exam was held?Secondly,the judgment came in this case early in which we morally win but(sustained loss) why not we go for grade pay issue like this.we may expect positive.
2.IP line officials on getting promotion of Gr-B, allotted to other circles.However General line officials placed in the same circles.While for so many cadre orders are now issued that same circles they will not be posted like AO/AAO.
3.DPC for Group -B was not held since 2 years.DOPT has issued orderthat, it should be conducted at least once in a year.Now by issuing posting orders for LDCE-for Gr-B ,whether DPC sucessful officers will not loose seniority/promotion?Will they not be junior to LDCE people.
4.Gezette notification no 4-17/2008- SPB-II /22.11.10 for PM cadre at para 6 (i) it was written that once option given for the PM cadre will not be allowed for with drawal:- Then how some circles allowed the officials of LSG cadre (opted for PM cadre) to appear in Gr-B exam and some circles not allowed and some allowed candidates suceeeded in exam. Whether this not violated the sprit of that order?
5.Why the service period count date has been fixed different standard for different LDCE exam?Whether it not violates the sprit of DOPT order?
6.Surplus allotment of IP-As on the date of exam, vacancy was calculated and exam held.Surpus adjustment should be done as per the vacancy declared in the exam.How surplus adjustment has been done as per present vacancy?whether it not violates the sprit of recritment rules.can any one passed but not come in merrit will be posted against future vacany whenever arises?what a fun?
7.Adhoc HSG-I officials are giving approval of 6 months extention but why the same principles are not followed for ASP/Gr-B adhoc.where is the rule of 11 months period of termination.

What we get. Failure after failure. It seems that our people have been bundled out from the Dte. DAY IS NOT FAR, REVERSION OF IP TO PA CADRE IS IMMINENT. This is only due to squeezing of promotional avenues. 116 (Postmaster Cadre) + 141 (HSG 1) + 23 (Gr B to General line) and Rest to(Examination Cadre). What to talk out of our Cadre review, where existing 866 posts are being drained out from time to time. Matter is perplexed deliberately. MORAL : High ups ended in successful division
Hope my pointwise clarifications detailed hereunder will serve your purpose.
1. Quashing of PM Rectt Rules 2010 was a part of OA filed by Punjab Circle. Since Dte contended that the advertised post pertains to the period 2010 and the PS Gr B Rectt Rules has not yet been amended, therefore, the calculation of vacancies is as per PS Gr B Rectt Rules 1987. The PM Rectt Rules 2010 could not form the part of argument, though, we made every effort for this. It is further clarified that 29 posts of Sr Postmaster is a part of 116. PM cadre is ordered to carved out from General line, which is a mistake on the part of Dte and we cant make it an issue. As the GP issue was already subjudiced at Ernakulam, thus, it was not considered to make it part of it.
2. Your apprehension is praiseworthy. I have already taken up this issue with our GS and you can also contact our GS in this regard. I fully agree with you that Dte is flouting its own directions.
3. DPC of Gr B is being held regularly. However, it is not held in case of JTS for last three years. Loosing of seniority will not occur. In case of JTS, this may happen, but UPSC is another body which will not function as our Dte is doing. It will surely take stock of it.
4. No such incident has come to our notice. If this is the case, please do write me so that Punjab Circle could fight for justice. This is an important issue before law and its repercussions have far reaching effect. Orders to withdraw the option before joining, is an example to it.
5. Every policy maker/high ups have their own yardstick to tame as we are not united, so we are sufferers and loosers, on the other hand the General line peoples having strength and unity are getting their every demand settled in their favour. We are the ignored cadre, which have been sidelined on every account, what to talk of length of service or cut off date.
6. You are right that latest orders of withdrawal of surplus IP ASP are clear violation of natural justice, but this is so in case it is not mentioned in the concerned notification.
7. The automatic six months extension for HSG-1 officials is a cover given by DOPT as a special case due to non availability of HSG-1 Rectt Rules.

Some General line officials are pursuing this blog to see the courage of IP/ASP to post their comment, having no logic in their contents. The commentator does not deserve to be a Gr B Officer, when he is ignorant of the Rectt Rules,even a layman can recognize that if there are 29 earmarked posts of Sr Postmaster cadre, then aspirant can be posted as Sr PM. However Sr General line officials as Divisional Head against 23 posts earmarked for General line. Every General line official should know that 27 officers are already working against the total strength of 52. Do you want that all these officers be posted as Divisional head. IF you desire so, you should have to disclose your identity and to show the courage to knock the door of appropriate court. Perhaps the comment posted by the General official in all the blogs (I happened to see the same in Karnataka blog) is the one you are referring. In this connection my fittest reply to that coward general line official is that "Please note that there were so many IP/ASP who secured more than that of what your colleagues(general line) have secured (even one of our IP having secured 416 did not qualify whereas there were 22 General officials having secured less that 416) are now became Gp B Officer)is really not deserved to be appreciated.. Going by the marks obtained in the exam conducted on 29-5-11, many general line officials who not even obtained 15 marks in paragraph writing are now become an SP.. How should he manage a division having correspondence with R.O/CO etc???? I think, these qualified general officials are in the hope that there must be one IP/ASP in Divisional office to help me in the daily work including taking inspection and other things. Dear general line officials, my intention is not to underestimate you but at the same time u should acknowledge the knowledge of IP/ASPs and not to post such type of comments. Lastly please go through the entire mark list of PS Gp B Exam and know the caliber of our members.
