Believe us: NO INTEREST TO BE A MEMBER OF ANY COMMITTEE

By this time, 2nd CWC of the association is over. Those learned friends who have attended the meeting might have come up with the ideas to improve the prospects of the cadre. Those who were not part of this meeting, like us, will be thrilled and start posing their ideas through tweets. This will be surely without a proper mechanism and a ludicrous assessment to degrade others. They will definitely say the GS has done other blunder by accepting this or that. I am giving a bet that no one is going to be happy because of our persistent ambitions. Punjab Circle has not attended the meeting not due to the reason that we failed to manage but we took last minute decision after reading comments on Odisha blog that it is a blunder on the part of GS to nominate CS Punjab as a member of a committee to look into promotional prospects of IPs. Truly speaking Punjab CS has no interest to be a member of any committee .It is our humble request to GS to nominate CS Odisha for the purpose who is intelligent, sober and have leadership qualities that Punjab do not have. Punjabis are otherwise brave enough to fight for their rights.
Now do not blame Punjab wing of the Association and pardon us as it may suite someone and may not to others but it is fact that in the near future we are again planning to file CAT case on the following issues:
How and why there is partial implementation of the Postmaster cadre Notification by our Directorate? When the department has identified the Post Offices for posting Grade-I, II & III officials and also issued posting orders, then why this has not been done in case of Sr. Postmaster. In the said Notification, it has been clearly mentioned that 29 post of Sr. Postmaster out of 52 are to be filled from General line officials then how the General line officials have been posted as SPOs, that too without any requisite training? Moreover 87 post of Sr. Postmaster should be filled from the officials come up through LDCE of IP cadre by bifurcating the 165 point roster earmarked for LDCE.
The second demand will be that there should not be any effect on 649 posts earmarked for Seniority cum fitness, in case any attempt to change in recruitment rules takes place.
As regards merger of IP/ASP is concerned we should not text anything to Directorate and decision should only be taken after the outcome of the CAT case on GP issue that is likely to be received very soon.

Dear Sir,
It is very sorry state that the CS of Punjab Circle has not attended the Conference at Patna. However, regarding the filing of fresh CAT case, one thing is not understood even after going through all our circle association blogs over the subject earmarking of posts for PS Gp B seniority quota and for LCDE.
That is, why no one is bother about that person (much senior in IP line) who wish to become a Sr Postmaster on his promotion to PS Gp B cadre rather than become an SP (considering so many pressures put on the SP nowadays)?? As per new recruitment rules for Sr PM, there is no seniority quota for IP line officials and this Senior most IP should actually must appear in the LCDE and get himself passed on merit. What a situation???????. Is there any one to answer for this problem. Filing case in CAT is I think one of the solution for granting stay for conducting Sr PM exam till amending the existing Recruitment rules for Sr PM by paving way for those Sr IP line officials also to become a Sr PM (in the shape of prescribing separate seniority quota also for IP line official in addition to LCDE equal to that of PS Gp B cadre). Simply saying, the Sr PM cadre should be filled in the ration of 75-19-6 percentage in favour of Seniority- and LCDE for IP line official and Seniority for General line respectively.

My Dear Friend from Punjab Circle,

The comment anonymously posted by somebody under the posting in the blog of AIAIASP, Odisha Circle Branch is published inadvertently. Neither the CS, nor any IP/ASP consciously endorse or support such a view. You must have the experience of getting a number of comments posted anonymously which are directed at cricising the individual leaderships. When the person posting the comment has no guts to disclose his / her identity why should we attach so much of importance to such comments. After all it a single comment. Does a comment of a single anonymous person matter so much to us that we will abdicate our responsibility of community service? Forget yaar, this is the way of life. Let us concentrate on what we can do for the Association collectively. Your contribution to the Association is important and valuable. Do your job and leave it for others to judge in their own way. Criticisms- good or bad - are inevitable. That should not detract us from the patch our objective. If nominated by the Dept, you should come forward to give your best of contribution for the assigned job. We look forward to the positive action from a resourceful person like you.
My good wishes are with you in the interest of the success of the Association.
Sincerely,

B B Mohanty
CS, AIAIASP, Odisha Circle Branch

Thank you Ranga Rao ji for boosting. The positive thinking officers like you deserve all appreciations and I wish you all success in your life. Sir, it is our cadre that is made to suffer, may it be GP issue or calculation of vacancies etc.Someone has to come forward and fight for justice otherwise no body is going to listen us. Our association has already prepared a draft against examination of Sr. Postmaster that will be submitted to Dte. for consideration otherwise Punjab will file a case.In that case I am even ready to accept criticism but I will try to do everything for the betterment of the cadre as a whole and will not allow the benefit remained localized to non deserving candidates at the cost of deserving officials.

CS-Punjab Circle-What about filing of CAT case against Sr. PM Exam when it is going to affect 75% seniority quota?
