Big Win for IPs. Congrats to Permanand & Co.

Today the Hon'ble CAT Ernakulam Bench has allowed ( OA No. 381/2010) with a direction to the Secretary (Ministry of Finance) (1st respondent) to take necessary action to upgrade the Grade Pay of Inspector Posts to Rs. 4600/- at par with Inspectors in CBDT/CBEC, as per the recommendations of the 6th Pay Commission. The Hon'ble Tribunal also observed that this would make the GP of IPs at par with the present GP of ASPs and hence it would be desirable to upgrade the GP of ASPs as well accordingly. Copy of the judgement is likely to be received shortly.
Finally, we get justice. Kudos to Permanand & Co. Regards to Judiciary. 
Now Association can press for big cadre review.

Sir,

There is no need of merger proposal again. we have to demand for

40 : 40 : 20 ratio between IP/ASP/SP cadre.

Please pursue the same in the next meeting.

Dear CS Sir

1. Through this blog I also convey " KUDOS to Shri Kudoes to Sri Permanand and other " for their sincere efforts who have despite of odds persuaded this case to get the justice from adamant attitude of Ministry of Finance not to upgrade the Inspectors Posts to Other Inspectors of other Central Govt Department.

Today the time has come that if the demands of the our IP /ASP cadre are not met by our department , we should fight to get the justice.

Once again congratulation to Shri PERMANAND .

This is half win(50%)
Rest depends upon the Union ,how it pressurise the department for its implementation.YOU should give a ultimatum for implementation of the court order withwise bycot the business activity.
According to Punjab CAT judgement Gr-B posts were filled up as per 75%+19%+6% ,now where the posts for Sr.PM will come?may you going for contempt now.
If dept will show you the lolipup that we will reduce 6% to 3% what is its use after filling up all the posts from general line and they will retire around 2029.

Dear, I do not now your name as you have posted your valuable comments anonymous. But I may inform you that we will not allow any increase in General Line quota come what may. This cadre review if agreed mutually will be for only IP line and increse will therefore be for 94% quota onlY.
As regards GP issue IPs will definately get GP of Rs.4600/-, It is already agreed.The question remains how many post we get in PSS Group B on merger of IP & ASP in case GP of ASPs is not increase due to functional problem.It is fact that legally all ASPs can not be merged to PSS Group B as promotional posts can not be more then base posts.

Dear Harimohan ji,

I am hopeful after CAT decision that IPO will get GP 4600/-.
But during the discussion with Dte official during their visit to Assam Circle, It seems that they are still in delay tactic. He is still sure to not providing the GP 4600/- to IP without merge with ASP. As per cadre restructuring report if i hope, it will be provided after merger than what will be effect date i.e. 01.01.06 or after and how many, it will take in completing all these formalities.

Dear Harimohan Sir,

Your contention is wrong. previously the percentage of JAO and its promotion post AAO are in the ratio of 20: 80 i.e, that is for one JAO there are four AAOs. Hence there is nothing illegal in having more number of promotional posts than the base posts.

Dear Harimohanji,

I am very much disappointed to see that you are not pursuing none of the suggestions regarding cadre restructuring sent by me to your e-mail id some time back.

You may see that not many other members sent such a detailed proposal as I sent to you for which I took much pain to collect the information from various sources for the larger interest of our cadre. I painfully see that you even not publishing my comments also nowadays.

In fact I was very happy to learn that you are also a member in the committee constituted for cadre restructuring and recalled your assurance on my suggestions but I am terribly mistaken now.

Actually first item to be taken before the cadre restructuring committee is to find measures to reduce the awesome work load of the sub division. If one sub divisional ASP/IP is unable to spare time to look after his family and unable to fulfill his social obligations on account of his never ending official duties what is the use of getting more and more money in terms of GP upgradation. whether this sub divisional IP/ASP have any life in this earth.

So I request you to make some efforts to reduce the work load of sub divisions and save us from committing suicide out of disappointment.

good morning....

i think you are the right person who can answer these questions....

1.If Punjab CAT judgment implemented at once why not Ernakulam CAT.

2.Since three years DPC for Gr-B not held.Where as LDCE result published an 23 General line alreday appointed.whether officials from DPC will not be in the gradation list below the 23 general line officers.they may not get promotion of Gr-A.So why not DPC will considared on year wise basis so that they will not loose seniority.

3.All the 6% post of general line filled-up.where dept will bring 29 posts for Sr.PM.

4.To appear Sr.PM exam it reqires IP service of 6 years,whereas for Gr-B(HIGHSTATUS including Sr.PM) it requires 5 years IP.What is this?

5.Service period to appear PM-I exam counted as on 18.05.11 that is last date of submission of application form where as for Sr.PM exam it is as on 01.01.11(both are in same cadre of PM).Why this?

6.General line officers with many years of service qualified in Gr-B accomodated in same circle,where as DPC approved senior Gr-B officer on the verge of retirement allotted to other circle.Whether this is the rule?

7.LSG/HSG officials opted for PM cadre cannot withdraw their applications as per provio of rule of PM cadre.However some circles allowed to appear Gr-B exam and few passed and posted in Gr-B. Whether this is correct as some circles did not allow.

Sir,
Some comments are not being published. Its democracy. I had posted the that attitude of Dte towards IPO/ASPO is like PAK armys attitude towards India i.e. hostile attitude. What is wrong with this?It is fact. ASP Assam Circle has also correctly pointed that there will be delay tactics at Dte for implementation of CAT order.It is true tyhat "JIS KI LAATHI USKI BHAINS"
