PROMOTION NO ATTRACTION


Promotion in the present scenario is no more lucrative, rather it is a punishment that is why no one accepts congratulation on being promoted. In the recently held DPC, the most effected officers are from Tamil Nadu, AP, Odisha and Punjab from where almost all the allotments are at distance places. As such maximum refusals are from these Circles. Directorate while sensing worsen position of PS Group ‘B’ and to cope up with the shortage problem had issued repatriation/re-allotment orders of some of the PS Group “B” officers against future vacancies not aware that allotment against the future vacancy would not serve the purpose as a large number of vacancies in Group ‘A’ are laying vacant in Circles since long and PS Group “B” officers are officiating against these posts creating resultant vacancies in Group “B” and imbalances thereof. Besides, there are impending retirements in PS Group “B” during the year 2013 leaving enough space for adjustments in the same circle against those officiating in JTS/STS cadre. But all these facts are given go by while deciding allotment and nothing favourable has done to the IP/ASP. Any way the sufferer is the department and not the IP/ASP who denied promotion.

Sir,

In the present scenario, "Andhi pees rahi, kutte chaat rahe". Now a days People has also lost very their important ingredient/character i.e. SENTIMENTS. No body feels the pain of other all are busy licking their wounds, both inside and outside.

HR management in the department is quite disgusting.Cadre reviews are not done. DPCs are not held timely and no body is answerable for the delay.The worst sufferer is the IP to PS gr.B cadres. yes, it has been rightly said that the Department is the real sufferer. But who cares?

This type of step motherly treatment is bing done with our cadre only,. You will see that there is no delay in the cadre review/ holding of DPC of P-3 cadre as they have force to get their right. No body care for this IP ASP cadre because we are not united and engaged in leg pulling of our own members. Now the time has come to be united and fight for our right.

1. We are always criticising department for aapethetic attiude towards IP/ASP.Dear Samal we are ourselves responsisble for this . Our do not want to go strike but our GDS can. We are unable to file a court case for GP of IP even after 1 year and 05 months. Association is sitting idle . Our so called Comrades of Kerala Circle are not pressing the Lawyer to File Case. How much time , our lawyer will take . We in the Punjab circle have filed the case within 15 days . Dear Sir, we, our association is not committed .

All the so called Middle level managers/backbone of the department are not having their own backbone and afraid of the higher officials in the department. This is the reason there is no one to answer our problem right from the R.O/C.O to Dte. We the so called middle level managers(IP/ASp/SPOs/SSP) are not interested to mingle with each other. On the other hand we are trying to pull the leg of our own brothers & sisters in one way or other. Take for example if the administration has given enormous target(impossible) one IP/ASP in a division will achieve the same by hook or by crook but all the other IP/ASP can't do the same. Result, the IP/ASP those who did'nt achieve the target come under the scanner of DPS/PMG. This is the real life situation. There is no unit amongst us and we should accept the same. our members are thinking only their own benefits instead of mass benefits to the cadre. (Good example for this is the GP issue). Look at the Income tax department officials(Officers equivalent to our cadre). They are united and boldly challenge the department by going on strike at the key time ( end of the financial year) for their rights. Now look at us. We should neither go on strike nor support the striking workers. we are only "chamchas" to the higher administrative officers for earning our posting and did not bother about others. Nowadays, a large chunk of IPs are female IPs. They are concerned only about their posting in a safer place like in RO/CO/City and they are not ready to go to field (sub Division) which is the core duties of an IP. This inturn put the mentality of our cadre members to "Don't think about others whether he is senior or not" nature and increase the selfish attitude. They are satisfied once they got posting in RO/CO are even in RMS but in City and then trying to satisfy their DPS/PMG. Next come to senior ASPs. They(maximum) are in a mood to get the officiating chance in GP B Cadre and for that they have to bend their neck in front of DPS/PMG for earning good remarks from them and allow them to continue as a officiating Gp B officers. Now after deducting the New comers and the seniors, the only person available in the association is calling for the above agitation etc for which there is no takers which is a real apathy. Be united and fight for right. SP from New Delhi.

Why our ip/asp association not supporting / participating in strike to be held on 20.02 and 21.02 . Is pay commission is not concern to us very shame soory..................
