Association extends gratitude to Punjab Circle Administration for giving green signal for promotions to ASP Cadre. IP members awaiting their due promotions has time to cherish now. With the issuance of much awaited reversal orders of mandatory service of RMS/Postal side or vice versa by the Dte, a list of 11 IPs in the zone of consideration for promotion to ASP cadre have been issued, calling their last five years ACRs Dossiers, Recommendations prformas and vigiliance/Disc clearance certificates. IP members falling in the consideration zone are requested to ensure forwarding of their ACR dossiers from Divisional Heads to avoid any further delay. It is learnt that out of 12 posts of ASPOs, 11 posts are likely to be filled by elevation of 11 IP eligible candidates viz. Mr/Ms. Pawan Kumar Bansal, Raj Kumar, Sanjeev Kumar Sahotra, Dheeraj Kumar, Sanjeev Kumar, Randhir Singh, Som Nath, Kapil Gulati, Parveen Bala, Monika Batta & Ravita Kumari very shortly.

DIVIDED HOUSE -- FLATTERY IN VOGUE
The bubble of euphoria that
is making disturbingly large number amongst few IP/ASPs needs to be pierced
before it is too late. And, I consider it my duty to perform this task. In the
recent past, no doubt, some of our IP cadre officials got the chair of DPS showing
lollipop for others to follow. Now every young IP is showing extra flattery to
the officers at the helm of affairs that too at the cost and hurting sentiments
of their seniors for personal cheap gain forgetting that one day they have to
first occupy the same seat their senior are presently holding.Resultantly even the
promotion avenues of Inspectors to ASP cadres have been blocked for want of
reversal of orders of mandatory RMS experience and vice versa by the Directorate,
what to talk of other demands like GP or Cadre restructuring. Punjab Circle has
repeatedly alarmed association and its members not to allow history to repeat
itself but unfortunately history has been allowed to repeat itself. This time
again our pay scale issue will be allowed to refer to 7th pay
commission rather than fighting with true spirit. Reason being ours is a
divided house and are interested in personal gains to settle ego. As far as our
association is concerned it is not playing the game to win being it not having
a team to play and captain being dependent on others which is a de-motivating
factor.
The present system of direct
recruitment in IP cadre has failed miserably as at present a major chunk of
aspirants are exploring options other than Inspector Posts due to wrong doings
of administration including GP issue, thereby, opening doors for disinterested
officials who work in compulsion and frustration.What is gained by the Deptt
by posting IPs (especially Directt Rectts) as a Complaint Inspector is
anybody’s guess. Similar is the case with the successful LDCE Gr B officers,
they are being posted at CO/RO level or at GPO/Gazetted HO level. A young
energetic commandant is trained to fight at the front of the battle field and
usually he is posted as such. But it is inversely in DOP, where this young
brigade is carried/taken care of like a little ward on a lap, thus, defeating
the very purpose for which they have competed/trained. Does this mean they were
selected as fighters but they themselves ended as spectators and are enjoying
the warmthness under the shadow of RO/CO/Gazetted HOs. What does the Department
wants to extract from them is also anyone’s guess. Persons, who were supposed
to play in the battlefield, have been made to work as per the whims and fancies
of their seniors come what may because their eye is concentrating at the chair
of Director. The administration do obliges them by posting on the key posts to
watch their interest and harm the interest of officers working in the fields. Such
staunch officers are rewarded while the hard worker is treated like a criminal. It
is unfortunate for the cadre and department too. Time is not far when
department will collapse under the guise of these so called flattery ambience.
Think when department is not there, where this back bone will go. Be united.

Today messages and money can be transferred to any part of the
world with the click of a mouse. But who can forget the thrill of a postman
knocking at the door with a money order or a postcard in hand? Those were the
days when earning a living was difficult and options were limited. Often, the
elder son of a family ventured to far-off places in search of work. Very few
families were a bit affluent. Managing the necessities was itself a daily
challenge.
My elder
brother, the late Satya Bhushan, was the first in the family to have managed a
job at the Hindustan Motors in Kolkata. The telephone had still not arrived in
the family. We, three brothers and our parents, would eagerly wait for a
postcard from Kolkata. My eyes still shed a tear of nostalgia when I recall the
scene of the arrival of his first salary to our home in Kharar in the form of a
money order.
The aged postman, Piare Lal, was no stranger to us in this small town for he
had been a part of our joys and sorrows. But this time he came excited,
demanding home-made sweets from my mother. Not disclosing the reason for his
excitement, he handed over five hundred rupees, a princely sum at that time,
bringing tears of happiness to my late father, who was a while ago complaining
of financial constrains. "Rup Lal, your days of happiness have finally arrived",
the postman said. We, the three siblings, repeatedly counted the big five
currency notes of Rs100 each, for in those days one had never touched an amount
as large as this.
Another time, a telegram would arrive from my maternal uncles, sending
"shagun' on "rakhi" to my mother, as a mark of their remembrance and affection.
My mother would make us write replies to her brothers on a postcard, thus
testing our language skills, lately acquired at school.
When I started contributing news reports to The Tribune in 1981, I received
my first payment of Rs 2.80 through a money order. That was the start of my
career as a journalist and the elderly Piare Lal became part of this. Piare Lal
would walk through the streets with a bag on his shoulders. At times he would
sit on a cot spread outside small houses, enjoy a cup of tea offered by his
patrons. His talk would revolve around worldly matters, on which sometimes his
advice was sought. He had become a part of our life. His mere sight was enough
for the heart to pound and eyes to anticipate. When we were children, he played
his own little games of suspense while delivering the results of our
examinations or at times would give us a free ride on his bicycle. Those were
the days when small things of life were a source of joy. Resources were limited,
but enough to share. Life was uncertain. Yet hope sustained life.
Times have changed. Now my civil servant son is just a Skype call away, while
the Almighty has bestowed on us all material comforts. However, the charms of
receiving an envelope from the postman, and sharing one's joys and sorrows in
public, are still the ones this heart longs for.
