Following is the charter of demand likely to be submitted to Directorate. Now it depends on the CHQ how it is pursued for implementation. If any member has objection to any of the demands, the same can be commented so that it can be pass to CHQ for rectification:
On the basis of feedback received from CHQ Office Bearers / Circle Secretaries, CHQ has made some modifications in the charter of demands. Revised Charter of Demands is reproduced below for information of all members. This will be submitted to the Department shortly.
i. Up-gradation of Grade Pay of Inspector, Posts from Rs. 4200/- to Rs. 4600/- with effect from 01.01.2006 and merger of post of Assistant Superintendent, Posts with the post of PS Group 'B' as both are having Gazetted status and difference in Grade Pay is only Rs. 200/-.
ii. Implementation of the recommendations of Second CRC and restructuring of Inspector, Posts cadre as an Inspector is getting promotion in P.S. Group “B” only after 24 to 26 years of service in Inspector, Posts cadre.
iii. There are 866 posts in PS Group “B” cadre. At present 75% posts i.e., 649 are filled through DPC on the basis of seniority cum fitness. 19% posts i.e., 165 are filled through LDCE among IP line officials and 6% i.e., 52 are filled through LDCE among General Line officials. Consequent upon the introduction of Postmaster cadre, there should be no change in 75% posts i.e., 649 posts through seniority quota. 87 posts of Senior Postmaster to be filled up through LDCE of IP line officials should be adjusted in 165 posts of existing examination quota of PS Group “B”.iv. Consequent upon the introduction of Postmaster cadre, suitable amendment may be made in Recruitment Rules of PS Group “B” cadre revising quota of IP Line through seniority from 75% to 87%, IP Line through LDCE from 19% to 10% and General Line from 6% to 3%.v. Supply of Laptops to all IPs/ASPs.
vi. 141 HSG I IP line posts may be re-designated as Assistant Superintendent Posts as it is a promotional for Inspector, Posts.
vii. Revision of rates of remuneration for performing duty as Invigilators in the examinations.
viii. Promotion earned through examination should not be counted while granting MACP.
ix. Holding of periodical meetings with the Association at regular intervals.
No periodical meeting has been held since long time despite submission of agenda for the same.

First of all I admire for inviting objection if any to the revised charter of demands published as the same was not at all called for even by CHQ (as appeared in the blog) or by our circle blog.
Secondly eventhough I am not working in Punjab circle, due to the constraints (non posting of valuable comments by our circle blog), i am posting my comments in your circle blog. I request u to kindly post the same if it is justified to be....
Ok let me come to the point
1) As already discussed in several circle blog, the charter of demands are again decided in a harsh/hurried manner which is mostly in favour of Senior ASPs especially demand No III regarding no cut in the Seniority quoto for promotion to PS Gp B. WHY it is again & again figured in the demand eventhough it is entirely lopsided demand not favouring all the member. Please refer my earlier comments in this regard which is allowed by you under
"Unfortunate decision" subject.
2) Secondly, the demands are contrary to each other as one demand call for the merger of PS GP & ASP cadre and another demand call for reduction in quota for IP line/Gen line official from 19/6 to 10/3 percentage respectively.If it is accepted do any one think about the implecation??? How the general line official will be accommadated as PS Gp B officier?
3) if our demand for merger of ASP with PS Gp B then we should go in full way to abolish the LCDE justlike in other departments. An IP will become SP by virtue of seniority
4) the demand No vi is not commonly prevail in all the circle. In our circle, those ASPs working as Postmaster is treated as ASP only and those officials promoted from IP as ASP are being posted as Postmaster. It needs to be get clarified from all circles before demanding.
5) The important point of reorgainsation of Sub DIvision which was not done for the past 3 decades is not found in the charter.

We should ask the pay of Rs.4600 for Inspector Posts without suggesting the merger of any cadre. It is for the administration to find out the way, as Inspector posts are very much eligible for GP of Rs.4600.If we suggest some way for solutuion, administration will point out many problems in that solution and our request will not be entertained.In my view,we should stress only on two points:
1. Grade Pay of Rs.4600 to Inspector Posts.
2.Cadre re-structuring of IP/ASP Cadre.

Sir, What ever we do, other people will see us like
"IP ASSOCIATION CANNOT BE QUOTED AS EXAMPLES BECAUSE UNFORTUNATELY WE KNOW THAT THAT ENTIRE CADRE IS CORRUPTED OFCOURSE THERE ARE EXCEPTIONS. IT WAS EXPECTED THAT THEY WILL BACK OFF FROM THIS STRIKE. SO PLEASE DON'T QUOTE THEM AS EXAMPLES. THEY ARE THE SPINELESS CADRES".

The main issue is Cadre Review. It has to be fought and got. Minds of our Departmental officers are not made up to grant GP Rs.4600 to IP. Only Judiciary can pave the way ? It is true that Office bearers of Association is getting brickbats everywhere. But the sorry state is that very few takers to lead with true spirit- T.S.RAGHUNATH ASP TIRUNELVELI SUB DIVISION.

1. How may charter of demand our association is going to give in future also . Members of the association are tired off about theses charters. Even the fourteen circle were supporting the CH Q why do not association serve strike notice or mass leave notices and other concrete step to get our demand settled.
GS Sir, the members do not want the associations dilly dallying attitude .It appears the office bearers of association are passing the time and are busy in personal welfare . Has there any demand of association settled during last 01 yrear three month .There is no achievement of the association. The active members of the association are tired up . Should not we think about the disbandment of association ?
