email TO GS ON POSTMASTER CADRE

Dear GS
Postal Directorate has called for vacancy position from all the circles to post the pass out 26+5 PSS Group B officers.Simultaneously Directorate has also called for options from IPO line officials to fill up 116 vacancies of Sr. Postmaster, the cadre that has been curbed out to adjust 29 General line officials through promotion from HSG-I officials (General line) and 87 IPO line official which are otherwise to be filled through LDCE. Infect there should not be any cascading effect on IPO line officials promoted through 75% quota but unfortunately this is not being adhered to. Whereas contrary to this Directorate has called for options vide no. 9-5/2011-SPG dated 4-2-11 to fill up vacancies of Sr. Postmaster from IPO line officials promoted through seniority cum fitness also. However there is no compromise for 29 posts earmarked for general line and they will be promoted from HSG-I general line as per seniority. Most disturbing aspect is that directorate’s intention is only to disturb the present percentage earmarked for each category in IPO line. I could not make out why directorate is not restricting the options to those PSS Group ‘B’ officers passed through LDCE who have posted against 19% and 6% quota. These PSS Group ‘B’ officers are more intelligent than officers promoted through seniority cum fitness against 75% quota and fulfill the criteria of LDCE given in notification.  Moreover in para 2 of above letter it is clearly mentioned that officers who are still left with at least two years of service to retire only may apply in order to avoid their dislocation at the fag end of their service. In other words directorate has in its notice that promotee officers are not fit to be Sr. Postmaster being limited service at their credit. As such union should guide Directorate on the issue by asking to post Sr. Postmaster from the officers promoted through LDCE (19%). Otherwise there will be litigation because directorate in the notification has clearly mentioned that 75% post in Sr. Postmaster cadre will be filled through LDCE from IPO having 6 year of service in the cadre and rest of 25% will be through promotion from HSG-I officials. As such there should not be any effect on 649 posts for which method of recruitment is promotion by non-selection. On the other hand, now with the declaration of PSS Group B examination the entire 165 point roster earmarked for promotion by LDCE is full. As such there should not be any hesitation to fill 87 Sr. Postmaster vacancies from amongst 165 Group B officers who have a great chunk of service at their credit. Furthermore only 5 vacancies have occurred in 2010 for LDCE and at the most 2 vacancies will arise in 2011. In case some of these 165 officers have been promoted to class-I then there may be some more vacancies in 2011 but examination for this will be in 2012 . In such an event how directorate will fill 87 younger Sr. Postmaster.Please check with Directorate that there is no effect on 649 posts earmarked for promotion by non selection. Otherwise there will be injustice to all IP/ASP waiting promotion through seniority cum fitness since long.

PSS Gr B EXAM DECLARED

Limited Departmental Competitive Examination result for PSS Gr B has been declared finally.
Tamil Nadu Circle has swept LDCE-2009 like Rajasthan did last time and Andhra Pradesh in 1994. It does not imply that there is dearth of intelligence in other Circles. Infact, our system is such that different examiners evaluate the papers for different regions/circles and the result reflects regionalism. In such a system, the intelligence could not be assessed. Punjab Circle has talked about and taken up issues with the respective GS from time to time. Prior to the examination, Punjab Circle along with Himachal Circle has taken up concern with the GS to take up this issue with Dte, when there was no response from previous GS and present GS, Punjab Circle has unanimously decided to boycott the examination. Punjab & HP Circles are the only circles from where the appearance in examination was negligible.
However Punjab Circle congratulates all the successful candidates and wishes them all success in life.

OPTIONS TO FILL POSTS OF SR. POSTMASTER CADRE CALLED FOR

Directorate vide letter No. 9-5/2011-SPG dated 4-2-11 has issued instructions to call for the options/application of willing P.S. Group ‘B’ officers along with bio-data for appointment as Sr. Postmaster While inviting the applications it will be categorically informed to the officers that:
  • Once an officer submits his application, he will not be allowed to withdraw the same.
  • Officers who are still left with at least two years of service to retire only may apply in order to avoid their dislocation at the fag end of their service.
  • The officers in P.S.Group ’B’ and Sr. Postmaster (Gazetted) would be eligible for induction in IPoS Gr. ‘A’ on the basis of a consolidated eligible list.
The application so received will be scrutinized to check the eligibility of the applicants and forwarded to the Directorate along with the ACRs of last five years and vigilance clearance statement of penalties imposed during last five years in addition to the bio-data of the officers.
Following is the time schedule to fill the posts:
  1. Date of issue of circular:                     15.02.2011
  2. Last date of receipt of options:         04.03.2011
  3. Submission of application to Dte. :  15.03.2011
It is apparent from the above communication that Directorate is determined to fill up the posts of Sr. Postmaster in the newly created Postmaster Cadre even without earmarking  the number of posts for each category and without taking the association into consideration. The letter  to DG (Post) reflecting short-comings in the notification introducing Postmaster cadre went in vain. We have failed to represent. I am personally ashamed of it and feel shy still being in the union.  Aggrieved to above orders today again I have asked our GS to visit Directorate immediately and issue a memorandum  asking to first take a final decision on our letter and then fix the percentage, allot number of posts for each category before filling the vacancies.

MINUTES OF CWC MEETING

Circle Working Committee meeting of the Punjab Circle AIAIPASP was held at Amritsar on 30th January under the Presidentship of Shri S.K.Sharma. CWC was attended by 27 members only. While addressing the house CS said:
Dear comrades and friends, at the outset of my new tenure as Circle Secretary AIAIPASP Punjab, I would like to thank all the members for reposing faith in me and for giving responsibility of being the secretary of the prestigious IPASP Association. I acknowledge all the members of the Association who have dedicated themselves to improve the strength and progress of IP cadre in the department and hope I am able to make a small contribution as well. Today I stand before you and I consider myself lucky that I have full support from my members for unity and represent our voice. At the same time I would like to say what I have gained from the out come of results being in the union that workers are extremely vulnerable and everyone needs protection. No doubt we are here to provide professional advice support wherever and whenever it becomes necessary. Difficulties arise, often without notice and we should be ready to face these without accusing others, complaint, egoism and adopting bad practices. There are many challenges before us as officers of our department are not ready to listen to the voice we represent. Now the time has come when we have to take the path of agitation. As decided in CWC at Ambaji, we should be ready for trade union action as per directions of CHQ. In case CHQ failed to do so we at circle level will chalk out our own strategy to adopt that can be non cooperation movements and work to rule etc.
 Following issues were discussed with the result shown against each:
1. Grade Pay Issue:
Members of the Punjab unit of association are not happy with the working of our CHQ as nothing has been done for the cause of its members. Every one was of the view that already submitted protest letter on Grade pay issue should be converted into reality. It has however been decided that CS Punjab will chalk out agitational program at circle level in case no direction is arrived from CHQ. 
2. Cadre Restructuring:
All the members have authorized CS to formulate a final draft on cadre restructuring and submit the same to GS for taking up matter with Directorate. It is learnt that a meeting at Directorate was held on 22/1/2011 but this issue was not discussed. The reason is best known to CHQ. It is not clear why on GS has not taken this issue with Dte.
3. Revision of rates of remuneration for invigilation duty:
All the members of the association put on exam duty have donated honorarium amount to Prime Minister’s relief Fund as decided earlier. Chief PMG Punjab has already taken up case with Directorate to enhance the amount of honorarium as demanded by the association. The members felt satisfaction on this action.
4. Regular Promotion to P.S.Group “B”:
It was apprised to the members that ACRs of all the eligible ASPs are ready for submission to Directorate. These are likely to be submitted by 4/2/11.
5. Postmaster Cadre in Postal Wing:
A protest letter on Postmaster Cadre has already been submitted to the Department but to no outcome.The members were of the view that in case no positive outcome is received Punjab circle should file a court case. CS informed the house that Punjab is always ready for the same.
6. Miscellaneous issues: 
Sh.P.C.Pal one of CWC member has promoted to PSS Group ‘B’ so Sh. Sunil Kumar Manager SPC Chandigarh has been nominated as member in place of Sh. PC Pal.
7. Donations:
  • Sh. Kulwant Singh has donated Rs. 2100/- on the occasion of his son’s marriage.
  • Sh. A.S.Sekhon has donated Rs/-2100/- on his promotion.
  • Sh. Major Singh has donated Rs.1000/- on getting 3rd  MACP.
  • Sh. Balbir Singh Retired ASRM has donated Rs.500/= on getting 3rd MACP.
Magnificent arrangements were made by IP/ASP of Amritsar Division for conducting CWC. Circle Secretary Punjab conveys his thanks for their commitment to the cause of association but at the same time CS has shown his concern over the thin presence of its members in the meeting in-spite of an open call to all the members of the association to be present in the meeting. The arrangements made with such a hope went in vain. At the same time I would like to say that if there were a call from administration for working or otherwise on Saturday/ Sunday/ holidays and even at odd hours, all would have been present there without any excuse. At such event we do not even bother about our family, our own health and our association. Such an attitude of the members is really disappointing and discouraging
It is to inform all the members of the association that to build a concept and a message easily understood by all, IP/ASP Association Punjab Postal Circle for the first time setup a blog with the help of Nitish Kashyap Vice President of Association. The blog has been given a URL address (name) “ipaspassociationpunjab.blogspot.com” from where one can logon to web page. The blog pages are updated from time to time and all the possible information is provided as per requirement of the members. Now I am getting a lot of push back to update it daily from my members within circle and outside circle as well. Still a lot is required to do as many members even don't have a single look on it. This ignorance can deter our objects and goal. So I request all of you that when meeting with your colleagues we must talk about blogs and ask each other to provide input for the betterment of this blog and suggestions as to why their site should have fresh content.
