email TO GS ON POSTMASTER CADRE

Postal Directorate has called for vacancy position from all the circles to post the pass out 26+5 PSS Group B officers.Simultaneously Directorate has also called for options from IPO line officials to fill up 116 vacancies of Sr. Postmaster, the cadre that has been curbed out to adjust 29 General line officials through promotion from HSG-I officials (General line) and 87 IPO line official which are otherwise to be filled through LDCE. Infect there should not be any cascading effect on IPO line officials promoted through 75% quota but unfortunately this is not being adhered to. Whereas contrary to this Directorate has called for options vide no. 9-5/2011-SPG dated 4-2-11 to fill up vacancies of Sr. Postmaster from IPO line officials promoted through seniority cum fitness also. However there is no compromise for 29 posts earmarked for general line and they will be promoted from HSG-I general line as per seniority. Most disturbing aspect is that directorate’s intention is only to disturb the present percentage earmarked for each category in IPO line. I could not make out why directorate is not restricting the options to those PSS Group ‘B’ officers passed through LDCE who have posted against 19% and 6% quota. These PSS Group ‘B’ officers are more intelligent than officers promoted through seniority cum fitness against 75% quota and fulfill the criteria of LDCE given in notification.  Moreover in para 2 of above letter it is clearly mentioned that officers who are still left with at least two years of service to retire only may apply in order to avoid their dislocation at the fag end of their service. In other words directorate has in its notice that promotee officers are not fit to be Sr. Postmaster being limited service at their credit. As such union should guide Directorate on the issue by asking to post Sr. Postmaster from the officers promoted through LDCE (19%). Otherwise there will be litigation because directorate in the notification has clearly mentioned that 75% post in Sr. Postmaster cadre will be filled through LDCE from IPO having 6 year of service in the cadre and rest of 25% will be through promotion from HSG-I officials. As such there should not be any effect on 649 posts for which method of recruitment is promotion by non-selection. On the other hand, now with the declaration of PSS Group B examination the entire 165 point roster earmarked for promotion by LDCE is full. As such there should not be any hesitation to fill 87 Sr. Postmaster vacancies from amongst 165 Group B officers who have a great chunk of service at their credit. Furthermore only 5 vacancies have occurred in 2010 for LDCE and at the most 2 vacancies will arise in 2011. In case some of these 165 officers have been promoted to class-I then there may be some more vacancies in 2011 but examination for this will be in 2012 . In such an event how directorate will fill 87 younger Sr. Postmaster.Please check with Directorate that there is no effect on 649 posts earmarked for promotion by non selection. Otherwise there will be injustice to all IP/ASP waiting promotion through seniority cum fitness since long.
