The IP cadre was once considered as the backbone of the department having pivotal role in the mainstream of Postal operation. Now department is limiting our position to implement and monitor postal schemes, fixing onus on IPs in case of failure of these schemes though IPs do not have any role to formulate any project. Thus, it is the time to introspect ourselves. If we cannot reach at any consensus on merger of IP & ASP issue, we can think of merger of IPASP Association with PS Group ‘B’ as conglomerates can at times have a progressive impact. This I am not writing for a fun but it is fact that feeder hierarchical post of PS Group ‘B’ is IP and to watch interest together, a strong association in this hierarchy is must. This time the readers must be uncomfortable with this reading but hard fact is that even if some one enters the PS Group “B” through 19% quota at the age of 40 even then he is being confined from becoming DPS. This I am not saying, this is what the IPS Group A recruitment rules say. I request all the readers to please go through IPS recruitment rule notification dated 18-3-1997, which envisages that Posts in the STS, which cannot be filled on account of officers with requisite years of service in JTS not being available can also be added temporally to the JTS and filled up by promotion in accordance with part-IV, provided that the total number of promottee officers in various grades of the Service shall not at any time exceed 33-1/3% of the total cadre strength. I cannot understand when promotee represent 75% in JTS why their entry to STS along with other cadres i.e JAG/SAG has been restricted to1/3rd of the cadre strength. To watch all this is not IP/ASP prerogative but is the privilege of PS Group “B” Association, the association that at present have limited activities. Nevertheless, as a united force these all can be looked into for better results. We must think of merging PS Group “B” association with IPASP Association.
