RESOLUTION TO FILE CASE

Resolution
Today i.e. 15.12.2011 an emergent meeting of All India Association of Inspector & Asstt Supdt. Posts, Punjab Circle was called to discuss issue relating to examination of Sr Postmaster in which the Asstt Supdt Posts has not been made eligible. The department is holding examination violating all provisions of the PS Gr B Rectt Rules that has not been amended suitably. Moreover a notification, notifying the 87 posts of Sr Postmaster (Postmaster Cadre) for conducting LDCE on 31.12.2011 has been issued where as there is no vacant post in the PS Gr B & Sr Postmaster.
It is learnt that AIAIASP Haryana Circle intends to file OA before Hon’ble CAT Bench at Chandigarh in association with Punjab Circle. It was, therefore, unanimously decided to file an OA before Hon’ble CAT Bench at Chandigarh along with our counterpart Haryana Circle and allow CS Haryana Circle to sign all the relevant papers jointly on behalf of AIAIASP Haryana & Punjab Circle. Shri. Jaswant Singh, ASPOs Moga Punjab has expressed his willingness to be party in this case being an effected person on introduction of Sr Postmaster Cadre and not allowing him to appear in the examination. It was also decided to bear the expenses incurred in filing the case partly both by the association of Punjab Circle & Haryana Circle.

This is a good move, I am with you.
Sir, also take up the case of Recruitment Rules of PS Group B in which LSG Official having 5 year service with Grade PAY of 2800/- is eligible and an IP official having 4200/- grade pay also waits for 5 year it is totally injustice with IP. Now LSG Officials should not be allowed to take part in PS Group B examination. It should be reserve for only IP line officials and LSG officials should only be allowed to sail in Postmaster Cadre.

Go ahead. W e are with U. But I am very sad that no body is calling emergency meeting in any Circle or CHQ in connection with implementation of CAT verdict for IPOs GP of 4600/- wef 1.1.2006.Why should we wait till Banglore conference. Is there any secret game plan with Association executive members?

Dear Patil,
Thank you very much for boosting and encouraging Punjab to file CAT case against Sr. Postmaster recruitment rules. As regards Pay Scale issue is concerned, we are in constant touch and our GS is pursing the case at Directorate level. As per fresh information, the GP file is under submission. GP is our right and we will get it, rest assure. In case we see any other problem, the chances of which are remote, we will find other alternative that we can not make public at present.

Already AP circle filed OA before CAT Hyderabad and it will come hearing on 19-12-2011, then why need of one more OA ? Kindly support them

Respected Harimohanji,
Thanks for you prompt response on my comment. Further I would like to state here that if I am made a class one officer(which is not possible , it is only assumed) I will get Pay hike of 800/- GP and total pay hike will be 1500-1600 approx withouit any arrears. If GP hike as per 6th PC /CAT Ernakulam judgement is implemented for IPOs wef 1.1.06 IPOs/ new ASPOs like me will get benifit of approx 4000/- pay hike in metro cities+arrears wef 1.1.06. Hope this point will be kept in mind by all Association executive members before giving any consent to Department.I believe some elements in Association and Dte may deliberately create one or another problem and harm IPOs/ASPOs financially.

Sir,
The department has not called for/received any willingness from the existing PS Gp B officers for appointment to the post of Sr PM as prescribed in the above Rectt Rules. This was obtained by me through RTI Request. N Prakash, ASP TN Circle.

Dear N Prakash
In Punjab Circle willingness was called from the existing PS Group B officers and two officers of Punjab Circle has opted for the same.I do not know why it was not called in TN Circle.

I have received my RTI reply from the Dte only. It was signed by Shri. Raj Kumar, Director (Staff) and CPIO. How this is possible? My querry and the reply furnished by CPIO is reproduced as under :-
Querry - Pls intimate whether the willingness/option was called for/received from the existing PS Gp Officers for appointment to the post of Sr PM as prescribed in the above recruitment rules for Sr PM?

From the AP blogspot it is seen that ASPs from AP circle only are allowed to sit for the Sr.PM examn to be held on 31.12.2011. It is requested that the matter may kindly be taken up with CHQ/DTE to allow all ASPs to sit for the SR.PM examn.
