COMMENT ON COMMENTS


Our brain can remember everything and interpret them well, more than a computer so my humble request to all my colleagues is to use their brain and should not rely on others. Second request of mine, as usual, is a request to mention your name while commenting on blog otherwise don’t ask where my comments are. Now reply to 1st comment is --- I am not astrologer, it is up to the department to take decision but that should be under the ambit of set rules. Our GS has already requested department to conduct LDCE as and when vacancy arises under respective quota after amendment of recruitment rules. Department has taken decision to conduct PS Group ‘B’ exam on 3rd June, may be under old recruitment rules only. Nevertheless, Punjab Circle Association will not move any application against the said examination if the vacancies are notified as per these rules. Vacancies under each category as per existing recruitment rules should be around 19 in 165 point roster (IP line) and 2 in 52 point roster (General line). Any wide variation can force us to reverse our stand.

As regards, 2nd comment-- the detail will be put on blog after next date of hearing after consulting our Advocate.This time main emphasis of the department is  article 309 of the constitution of India 1949 that envisages  “recruitment and conditions of service of persons serving the Union or a State Subject to the provisions of this Constitution, Acts of the appropriate Legislature may regulate the recruitment, and conditions of service of persons appointed, to public services and posts in connection with the affairs of the Union or of any State: Provided that it shall be competent for the President or such person as he may direct in the case of services and posts in connection with the affairs of the Union, and for the Governor of a State or such person as he may direct in the case of services and posts in connection with the affairs of the State, to make rules regulating the recruitment, and the conditions of service of persons appointed, to such services and posts until provision in that behalf is made by or under an Act of the appropriate Legislature under this article, and any rules so made shall have effect subject to the provisions of any such Act”.

Sir,
last year it was told that the quota in 165 roster was already over and hence DTE has declared 3 vacancies only. Now it is shown as 19. How it could be? will it be due to this year's Group A promotion of 33 officers from Gr.B. Please do the needful how vacancy could be 19 in IP line.

Dear Murali
You are correct. Vacancy position as per break up for 19% and 6% quota for 2011 should be 1(OC)+1(SC)=2 FOR 19% and 2(OC) under 6%. Perhpas 17 vacancies may have occurred under 19% on issue of JTS promotion orders. This is my presumption and nothing to do with department actual calculation position that can vary.However department should advertise vacancies in advance before conduct of Exam .Why the department is not notifying the vacancies is not known.

Dear secreatry
Last year after filing of CAT case in Punjab the DEPT has re-calculated the vacancy position of 19% and 6 % and you admitted the same and exam held and result declared.Which means in this year it is not difficult to find out the vacancy position according to number of offcers retired/ promoted/ died from the respective quota.you might have a clear picture about the number of vacancies after accessing the above criterias.

I would be happy if you had mentioned your name in view of my repeated requests. However it is fact that two vacancies have occurred owing to retirement in 19% quota and 17 PS Group 'B' officers have been promoted to JTS from 165 point roster so +-2(if filled owing to court cases or otherwise) there should be 19 vacancies for IP line. Our point is why department is not notifying vacancies.Are they having opinion whether exam can be conducted without amending recruitment rules? However till today position is that exam is scheduled for 3-6-2012 and vacancies have not been notified.Reason best known to the department.My request to aspirants is-- be prepared yourself with the aim to get through and beat all past records. All my best wishes are with you.

Another doubt. Last year Dept. has notified 87 vacancies for Sr.Pm examn. This means that 116 has already been carved out from the existing 866 posts of Gr.B. If it is so, how there will be any vacancy for the PS Gr.B examn.

I am one of your follower.But my argument is that last time Gr-B exam was conducted with out amending recruitment rules and moreover PM cadre notification is there.In the CAT you should have file contempt as without amending rect rules of Gr-B,how PM cadre notification brought into picture and posts earmarked for that.

Dear General Secretary, I think you are cutting the throat of your cadre (IP/ASP Cadre).

1. The agenda taken by you for discussion with the DG (P)as regards to fixation of quota for IP/Genl line is neither approved in the CWC nor in general body meeting.

2. Why the total number of posts for LDCE of Sr PM exam will be diverted from the posts of 19 % & 6% of Gr. B. exam without amending the prevailing recruitment rules of PS Gr B exam.

3. Out of 52 posts of general line, 23 posts have been filled up in last year. Of remaining 29 posts, only 02 are expected vacant at present and there will be no clear vacancy from general line in near future. As such 29 posts for Sr PM from general line will remain vacant for an indefinite period.

4. The posts of 19 % for PS Gr B should not be diverted for Sr PM, as around 19 posts are expected vacant as on date exclusively for PS Group B.

5. If, all the 87 posts would be earmarked for Sr PM, then no exam for PS Gr. B will be conducted for coming 10 years.

6. Under no circumstances the quota for Sr PM should be carved out from the PS Gr. B as a whole.

7. Conclusion: Discussions should be made with the DG(P) with regard to carving out of 116 posts for Sr PM from the 500 upgraded posts of ASPs to Gr B (which has been decided in the last meeting on cadre restructure). We may perhaps carve out the 116 posts of Sr PM as detailed below.

Total upgraded posts of Gr B = 500
75% promotion from IP/ASP on seniority = 288
19% promotion from IP through LDCE= 73
6% promotion from genl line= 23
Remaining 116 (87+29) posts for Sr PM. = 116

In fact department should not conduct any of the exam without amending recruitment rules and adjusting the incumbents as per their options. In case no one opts for Sr. Postmaster than juniors will have to be posted against the available vacancy in either cadre. Say under 6% quota 50 officers are working. On reducing it to 3%, 23 Seniors will be posted as Supdt. and rest of 27 will have to be posted as Sr. Postmaster as and when the Postmaster recruitment rules came into force.This will be our point of argument in the Hon'ble CAT on 25.5.2012. However department can hold exam on the basis of vacancies occurred for the year 2011 in view of PS Group B recruitment rules 1987.The vacancies likely to arise in 2012 on promotion to JTS can not form part of this.Dear Satapathy dont worry the quota can be reduced but there can not be any effect on vacancies . However if merger of IP/ASP is accepted by the association we can possibly get extra post but in the present scenario please wait and watch but there will not be effect on 94% quota. IPASP will hold together 814 post and 52 will go to General line along with incumbents. It is up to the department to adjust them as either Sr.pm or Supdt.

why not 116 posts for Sr.PM should be carved out from the ongoing upgraded posts to be created in future under cadre restructuring, as 116 vacancies are not there in the PS GR-B post and near future it is not possible to be vacant.
Therefore we should suggest as below instead of going to the formula as shown in agenda:

At least, number of posts created for Gr-B = 464
75% quota on seniority promotion for IP/ASP out of 464= 348
19% for LDCE exam for IP/ASP(75% of 116)= 87
06% for general line from HSG-I(25% of 116)= 29
TOTAL=348+87+29= 464
By this way the quota will not have an effect as the share of 75%+19% +6% in original PS-GR-B will remain intact after creation of newly GR-B posts in cadre restructure process.

Here also( including Shri. BK Satapathy ASP) all are conviniently forgetting the quota for IP/ASP seniority in the Sr PM Cadre. Why this is not considered at any level be it in our association or by the dept. If a senior ASP did not want to become a supdt/AD due to some compelling reason, the Sr PM rectt rules prevent him to be come a Gp B officer. Why this partiallity?? At the same time what the junior IP/ASP have done wrong???? why the 19% LCDE quota was proposed to be reduced to compensate the Sr PM quota. The dept should ensure the level playing field for all the IP/SP by enabling them to become either Sr PM or Supdt/AD either by virtue of his seniority or passing LCDE.. Accordingly, the sr PM rectt rules should be amended to pave way quota for IP line seniority. But the million dollar question is>>>>> would our association fight for this ??????( I don't think so as fighting for this will loose some posts in the IP seniority quota in PS Gp B cadre which is not at all liked by our senior ASPs who are in the helm of affairs. ASP from Tamilnadu (I hope this much identity is enough for publishing my comment as the matter is most important than the person who is telling)

There should be no PSS Gr. B Exam on 03.06.2012. B K Sa tpathy and B M Rao have told pre-matured things. If there will be no increase of 500 post after cadre structure then what is the distribution formula ? Always present situation should be taken into account. What will be happened and not happened should be avoided from discussion. All the probable 19 vacant posts should go to Sr. Postmaster Pool. Those interested they can appear for Sr. PM. Both carry 4800/- GP. No Problem Sir. Why are u distributing 500 posts which are yet to see their light from their mother's woumb.

Why there is no seniority quota for IP line officials in the Sr PM posts???? Is there any compelling reason or it is our own demand that Senior ASPs will not be posted as Sr PM and they should be posted as head of the division?????/
