LETTER FROM GS TO SECRETARY(POST)

Subject   :  Limited Departmental Competitive Examination for promotion to the cadre of PS Gr. B 2012. 
Ref.       :  Dte letter No. A-34012/3/2011-DE dated 10th April, 2012.
Respected Madam,
The department has issued orders vide No.  A- 34012/6/2011-DE dated 10-4-2012 scheduling PS Group ‘B’  examination to be held on 3rd June 2012 without notifying the number of vacancies and other pre-requisites for conducting exam to keep these orders under the ambit of set rules. The department is also not acting as per recruitment rules framed and notified. Madam, you will agree that PS Group ‘B’ Recruitment Rules 1987 amended from time to time are still in force and without amendment of these rules, the Postmaster recruitment rules 2010 can not come into force . It is understood that 116 posts earmarked for Sr. Postmaster are to be carved out from the total 866 posts of PS Group ‘B’ with no intention to create new post to bring Postmaster recruitment rules 2010 inforce without amending  PS Group ‘B’ recruitment  rules .
Association vide  letter no CHQ /PS Gr. ’B’/2011 dated 04.07.2011 gave a detailed proposal regarding distribution of quota under each category to the Department for consideration and implementation in the interest of both IP Line and General Line officials but nothing has been done by the Department in this regard so far. Now again the department has notified the examination without amending recruitment rules that is not in the spirit of justice. In this, regard Dte. order no 11-15/2007-SPG dated 7-01-2009  issued consequent upon decision of OA No. 657/HP/2007 refers. The recently announced OA No. 399/PB/2011 has orders to promote IPs under respective quota only.
In view of above facts, both the examination viz PS Group “B” and Sr. Postmaster should only be conducted as and when a vacancy arises under the respective quota after amendment of recruitment rules. The ASPs/ HSG-I IP line Postmaster should also be allowed to appear in both examination for greater justice of the cadre that is born on the same gradation list and IP that is the feeder cadre for further promotion for all purposes and not ASP/HSG-I which is simply a non functional post. It is therefore requested to kindly withdraw the notification issued to conduct the PS Group ‘’B” examination.

Sir,
This is commendable. Atlast our Hon'ble GS has rightfully, examined and has been on right path. It feels that leaders have now learnt the intricacies of the PS Gr B entangle. As per legal view, it is true that without amending the RRs (PS Gr B, 1987), the new RRs (Postmaster Grade 2010) cannot come into force. Because the absolute and significant base is Posts (866) and 116 posts have been carved out from the existing one, it is not new or a creation. Even, the modes & quotas have also been changed in new RRs, resultantly it has effected rights of some of our eligible comrades in their respective quotas. ONE WOULD ONLY FEEL THE DISCRIMINATION, WHEN HE WOULD KEEP HIMSELF AT THAT PLACE, WHERE ONE IS LIKELY TO GET PROMOTION.
But it is equally important that since posts have already been bifurcated with the incept of Postmaster Grade 2010, therefore, before filling posts in both RRs, it would be appropriate for DOP to amend the RRs (PS Gr B, 1987) first. Thus, there is no option but to withdraw the notification, moreso, when infact the bifurcated posts have been thrown at at distance, out of reach of ASP/HSG I IP Line and IP with 5 years being not eligible for Postmaster Cadre.
It is hoped that Deptt will understand the indepth difference in the same way as our GS has.

All are correct.but the time....... Our associatin is always wakeup in the last minute and seek for remedy. Last year also, the Punjab circle branch had filed case in CAT at the last minute to pave way for reduction in the quoto of vacancies meant for IP/ASP and increase in the quota for Gen line officials. Had it not been done, anothr 20 ASP/IP would have been promoted to PS Gp B cadre now. I request all the corncerned not to file court/CAT case in the dying moment which will surely affect the morale of those IP/ASP preparing for the exam for the past one year. Let us wait for the action of the department to announce the vacancy first. ASP from tamilnadu

why so? why we are thrown aside? why should not we fight for our legitimate right? why the Dept. is showing such descrimination over us? please think over. BETTER LATE THAN NEVER.
