Sub:     Convening of regular DPC for promotion of IPs to ASPs
Respected Sir,
IP/ASP Association Punjab is very grateful to you sir on your decision to promote  IPs to the cadre of ASP on adhoc basis by extending all due benefits. The Association is also thankful to you for redressing our grievances and gave us courage to do work with full Zeal and Gist. Still there is area where delay is occurring is convening of regular DPC for promotion of IP to ASPs.
2.         In this connection, attention is invited to the consolidated instructions on DPC, circulated vide DOP&T’s OM No.22011/5/86-Estt.D dated 10.4.89, which, interalia, provides that DPCs should be convened at regular intervals to draw up panels which could be utilized for effecting promotions/against vacancies occurring during the course of a given year. These instructions enjoin upon the concerned authorities to initiate action to fill up the existing as well as anticipated vacancies well before the expiry of the previous panel in their respective reservation quota that is not covered in adhoc promotion.
3          Further, with a view to ensuring that DPCs are convened not only in time but also sufficiently in advance, so that empanelled officers may be posted against vacancies that may arise during the course of the vacancy year, a model calendar was prescribed vide DoPT’s OM No.22011/9/98-Estt.D dated 8.9.98.
4.         According to the standing instructions, action for convening the DPCs should be initiated before the commencement of the vacancy year and that DPC’s should be held against future vacancies so that justice is met to all and no category feel isolated. At present more than 15 vacancies are there in ASPs or likely to be occurred in June for which regular DPC is required to convene immediately. Non convening of timely DPC is effecting next financial upgradation (MACP) of ASPs.   
5.         In view of the above, it is requested that suitable orders may kindly be passed to put in place immediately and advance planning is done to convene the DPC, not only for the vacancies occurred in 2011, but also for the vacancy years 2012, so that panels are prepared in time and that the extant orders on the subject are followed, both in letter and spirit.
