FEAR OF LOSING BELIEF


Change is the law of nature and is wonderful thing when it is accepted but if we become tired of the battle for change because of insubordination or otherwise; someone amongst us is surely to be persuaded to give up the fight. Consequently, we are giving up out of the fear for being victimized. When we try to convince our superiors  about our significance and battle for justice, the high ups do end with threatening and intimidating us that you would be hanged upside down on the bark of a tree like a crow  as an indication for the fellows dare not to come in the proximity. They often narrate us the stories of our associate in other departments and it seems perhaps they are trying to prove the proverb “Grass is greener somewhere else”. Such an atmosphere entice frustration and agony in the minds of the fighters. Unfortunately, the hard workers are treated as criminals in the department, instead a word of appreciation or encouragement. As such, some of our biggest frustration comes from the caretaker of the department. We so often refer to this complex and stressful situation with a blanket term like “career burnout.” We are afraid of what our peers and boss will think of us. No body thinks of the discrimination going on with us. Nobody thinks that JAO/AAO who are appointed through open competition instead of limited examination like us are healthier placed in term of GP, promotional avenues, accountability, etc. They were placed in the pay scale of 6500-10500 & 7450-11500 in compliance to decision of Court. Later on, they were given 20%-80% financial enhancing without any dispute. JAOs appointed in 2003 that too on adhoc basis have got GP of Rs. 5400. Whereas 1982-83 batch IPs, still in GP of Rs.4800/- has been either retired from service or still burdened with targets, arduous work, accountability, writing APARs of some of the AAOs working under their control and facing ire of their officers. A ray of hope is somewhere seen from the battle won by Central Excise Association in getting GP of Rs.5400/- (NFBS) after completion of four years service in GP of Rs.4800/- through legal recourse.It is CBDT /CBEC association that is the winner and ours should take cue from them how to fight for justice. For this our CHQ in association with Postal Group Officer has to file litigation.
Anyways Punjab Circle is fighting for justice may it be a case of PS Group B vacancy calculations or Sr. Postmaster cadre. Giving you the latest position I may apprise you that department has not filed any reply on last date of hearing and the case was adjourned to 7-5-2012 for filing reply. This is the last opportunity given to the department. Now available option for us could have been a major struggle, else dissolve our own belief and shift the emotional state.

Sir,
It is bitter truth and there is nothing but to digest because our fighters are losing their grip over the burning issue of GP and are in moving towards slumber. AAO/JAO have been far better placed than us, it might be their destiny. IPs destiny is to work around the clock and become prey for the so called high ups so that they target us to hang upside down in a field like a crow to beware other fellow crows'. One thing is sure, when all the crows gathered or unite, neither there would be a stain of blood nor bones in the shell. Comrades, don't get discouraged, we are fighting, we will fight.

i am waiting for the day when all crows will come together. these crows should learn a lesson from the dead crow.when the crow can took water from a deep well,why not grade pay,which is lying on the upper side of the well,due to cat case. then sathiyon ,come together and achieve ur goal

Respected Harimohanji,
You have correctly pointed out discrimination towards IP/ASP Cadre. Despite winning CAT case for 4600 GP, what is a result?CAT case is not being implemented and we all are mute spectators.Some political link should be applied for implementation of CAT verdict. Otherwise nothing will come out easily. You have several times said that Punjab circle has played key role on many issues. I agree and appreciate the same. Now for 4600/- GP no body is bothered.Kindly comment on GP.
